Job summary

HMNB Clyde is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.

We are seeking a highly motivated individual to join our team as Neptune Asset Support Manager.  This is an employment opportunity to join a vibrant section operating in an often fast-moving environment.          

The position is advertised at 37 hours per week.  

Hybrid working (a blend of working in the workplace and from home) is encouraged. You should expect to work a minimum of 3 days a week in HMNB Clyde in agreement with your Line Manager.    

Job description

Neptune Asset Support Manager (NASM) position lies within the Captain of the Base Dept, leading a small team in providing support, compliance and administration of the Motor Transport (MT) within the White/Yellow Fleet contract, and the Mechanical Handling Equipment (MHE) within the Naval Base Clyde (NBC) area of responsibility. NASM will liaise directly with the Contract Management Team (CMT), Service Delivery Group (SDG), the Service Provider and the end users in relation to all transport requirements.

The role has delegated financial authority and budgetary control for expenditure on all aspects of White/Yellow Fleet (WF/YF), including In-Year and forward 10 year forecast of requirements.

Key Responsibilities

As the focal point for all Motor Transport support and compliance at HMNB Clyde, NASM is responsible for ensuring all MT assets are operated and maintained as required under government regulations; generating all local MT Policy and ensure processes are in place to monitor compliance.

The role must liaise closely with Industrial Partners and contractors across site, responding to urgent requirements to meet operational needs.

NASM controls budgetary expenditure against the WF/YF contract, scrutinising and authorising costs in relation to accident damage, reviews asset levels and additional requirements, and formalises the budget provision for the 10 year bid to ensure all assets, uplifts and increases are captured.
The position is also required to authorise & control the MT ePC (credit card) for MT transactions out-with agreed contracts.

As part of the Government Green Initiative, NASM is responsible for the transition from petrol/diesel assets to electric vehicles (EV), ensuring asset utilisation and distribution aligns with the Infrastructure programme for EV charging stations.
