Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Commando Royal Marines. It is an operational support and maintenance Naval Base within Navy Command and comprises both Faslane and Coulport sites. Its primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). 

Based with HMNB Clyde, Fleet Operational Standards and Training (Submarines) (FOST SM) is charged with the corporate governance of the submarine training. 

FOST SM is a large organisation of both military and civilians, working together to achieve its departmental aims. The civilian role of the Estates and Finance Officer is a duel-functioning one. It focuses on the FOST SM Estate, its Health and Safety and provides assistance to the Budget holder in matters relating to finance, purchasing and invoice support. The post is a Civilian EO grade with management of other civilian staff. 

This position is advertised at 37 hours per week. The department currently operates a hybrid working pattern, with staff attending the office 3 days a week, minimum 60% of their time. 

Job description

Estate Management 

  • Act as the departmental lead on the effective running of our estate ,ensuring that defects and deficiencies are reported to the appropriate authority. 
  • Build close working relationships with work sponsors, contractors and building occupants, handling expectations on lead time for maintenance and supervising the satisfactory completion of all repairs, maintenance, or other work. 
  • Align building emergency plans and evacuation orders with HMNB Clyde Standing Orders. 
  •  Act as FOST SM Fire Officer 

Finance support 

  • Responsible for ordering goods and services, holding a government procurement card and CP&F account for FOST SM contracted purchases. 
  • Provide accurate and consistent reports of financial spends, adhering to commercial governance. 

Health and Safety 

  • Be the focal point for guidance on SHEF legislation and best practise. 

Line Management 

  • Effective line management for other civil servants within the department. 

Person specification

The post holder will have the exciting opportunity to join our organisation! As part of Transformation, the RN is modernising its individual training and collective training including whilst ships/submarines are deployed. There will be much activity in the short term such as the Future Submarine School being built and operating in the base and other new training facilities for the next class of submarine coming into service. 

The successful applicant will be proactive and self-motivated. They must be able to work cohesively with military and civilian colleagues to meet the needs of a lively training department. Strong IT and MS Office knowledge is desirable and as a position with line management responsibilities; leadership, communication and interpersonal skills are crucial.
