Job summary

We are looking for a hardworking and enthusiastic individual with strong interpersonal , organisational and collaborative skills to join our motivated and upbeat team. Providing operational support within Faslane Explosive Safety Team, you will be required to engage with multiple partners across internal and external organisations. The applicant needs to be a well organised individual who is able to prioritise and manage a full workload whilst balancing business needs. On the job training will be provided to those with limited or no previous explosives experience.

 

HMNB Clyde is an operational support and maintenance base, within the Navy Command TLB. It's primary purpose is to deliver support to the submarines and ships of the Faslane Flotilla and to crews, together with visiting RN and foreign vessels.

The Base provide Strategic Weapons Support and hosts the facilities for SM and MPV personnel. The Explosive Safety Officer (ESO) forms an integral element of the Superintendent Armaments Depot Coulport (SADC) MoD Authority Intelligent Customer cadre, as part of the Explosive Safety Cell, managing Explosive Safety across Faslane and Coulport. The ESO reports directly to the Faslane Explosive Safety Advisor (ESA) and is the primary focus for ensuring that Warships in Harbour safety is carried out in accordance with extant regulation and legislation, within HMNB Clyde. In addition, you will be responsible for assisting the ESA in conducting inspections of Potential Explosion Sites (PES).

Secondly, ESO is responsible for the promotion and development of; a WOME and Nuclear Weapon safety culture at HMNB Clyde; WOME and NW near miss and event reporting; and a learning from experience culture, in conjunction with the ESA.

This position is advertised at 37 hours per week. 

Job description

Act as the Faslane Explosive Safety Officer (ESO) for HMNB Clyde in accordance with DSA 03 Pt 2 MoD Explosives Regulations, and ensure compliance with DSA 03 Dangerous Goods Manual (JSP800b) and BRd 862 Maritime Explosives Regulations (JSP862).

Working with the ESA, carry out Potential Explosive Site (PES) inspections, including liaison with Clyde Estates on new and modified Plant projects in accordance with DSA 03 Pt2 (MOD Explosives Regulations) and liaison with local authority on any planned new build or conversion.

The ESO will assist the ESA in the production and upkeep of explosive safety documentation and training presentations and will provide advice and guidance, on all aspects of explosive safety issues within HMNB Clyde, primarily in their area of expertise.

Line Management of E1 Officer of the Quarter post.

In addition, the post holder will undertake other tasks identified either by the Line Manager or direct from the Planning and Explosive Safety Manager.
