Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is the Single Integrated Operating Base (SIOB) and Submarine Centre of Specialism (SMCoS) for the Royal Navy submarines and submariners. This operating construct allows the Royal Navy to deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis.

HMNB Clyde provides an open, flexible, and supportive work environment where Civil Servants, Armed Forces personnel and Contractors work together in an abundance of operationally focused, challenging, and rewarding roles. This is an employment opportunity at the heart of Defence’s main effort supporting the UK’s Nuclear Deterrent and maritime enterprise while preparing for the next generation of commitments.

Based at HMNB Clyde in Faslane, Hybrid Working, a blend of working in the workplace and from home, is widely encouraged but you should expect to work 3 days a week in Faslane in agreement with your Line Manager.

Job description

Programme Euston is a £2bn programme to deliver Additional Fleet Time Docking Capability (AFTDC), a robust out of water engineering capability, at HMNB Clyde. The capability will be delivered through a Joint enterprise with Defence Equipment & Support (DE&S), Defence Infrastructure Organisation (DIO) and their Industry Partners (IP) supported by the Submarine Delivery Agency (SDA).

The Delivery Sponsor is an exciting new role as the HMNBC intelligent customer. The role will develop, promote, and influence common practice, shared knowledge to monitor and report project progress and risk management. They will work pro-actively to resolve any Capability focussed programme delivery issues. They will also be responsible for developing strong relationships with multiple stakeholders, whilst exploiting close collaboration with wider Naval Base and Programme Euston teams to support the readiness for delivering the capability to Clyde. This post reports to the Assistant Head Capability Integration (AFTDC),

The AFTDC is a small professional team within the Naval Base Commander Clyde (NBCC) organisation, matrix managed by the Programme Director for Euston. The team is responsible ensuring Programme Euston delivery is fully integrated with Naval Base readiness in order to deliver a safe, secure, and effective docking and engineering support capability at HMNB Clyde.

Key Responsibilities 

Programme Delivery

Monitor progress of the delivery plan, forecasting, risk, and mitigation activities to meeting objectives.

Review programme artefacts such as schedules, RAIDO, lessons, design documents, to ensure delivery within the agreed tolerances and deadlines.

Deliver Management Information in line with HMNBC and Programme Euston requirements.

Provide Intelligent Customer support, advice, and direction to the Programme.

Capability Integration

Ensure cross Defence Lines of Development (DLOD) activity is coherent with wider HMNBC activities.

Capture programme activities and dependencies ensuring integration and clear communication between HMNBC and Programme Euston.

Be proactive in the addressing of obstacles, resolving conflicts, and promoting deconfliction between HMNBC and Programme Euston activity.

Communicate the programme plan, risks and issues, assumptions, and progress to a range of HMNBC stakeholders.

Stakeholder Management

Identify, establish, and lead effective working relationships with key stakeholders to achieve delivery outputs.

Work with HMNBC stakeholders to understand and manage dependencies and the impact of the capability being delivered.

Influence and encourage stakeholder best practice and behaviours to achieve programme integration within HMNBC.

Candidates will be able to demonstrate:

Experience of working in a Programme & Project environment delivering complex, high-value capital projects

Strong communication and engagement skills, both written and verbal, for effective team collaboration and extensive stakeholder management

Knowledge of Programme Risk Management and Planning activities

Resourceful, show initiative, with a willingness to explore and solve problems effectively
