Job summary

The main purpose of HMNB Clyde is to support the Royal Navy from Scotland through the maintenance of submarines and support of Continuous At Sea Deterrence (CASD). The base currently employs around 7,000 people in 25 organisations and this number will grow over the next few years to approx. 8,500 to accommodate the new Dreadnought class of submarines. The Naval Base Commander Clyde (NBC(C)) leads the base in the delivery of capabilities and outputs. The Clyde Risk Manager post works within the Business Department of the NBC Clyde organisation.

The Clyde Risk Manager post is the Subject Matter Expert (SME) for Risk Management across HMNB Clyde.

The Strategy and Governance department is currently under review and may develop into an integrated portfolio office in the future. This is an exciting time for the department although it is recognised that there will be some uncertainty until the review is complete. The Clyde Risk Manager is therefore required to be flexible and open to new opportunities. Post mapping may be required.

This position is advertised at 37 hours per week.

Job description

The Programme Risk Manager is responsible to the Clyde Programme Manager for the development and management of the HMNB Clyde Risk Management Process. They will act as the SME for Risk Management across the wider Clyde community to encourage the One Clyde ethos in accordance with the HMNB Clyde Governance Process

  • Be the lead and principal point of contact for risk management within NBC Clyde (NBCC).
  • Own, develop and improve the NBCC Risk management governance and related process held on BMS; promote, raise awareness and ensure a common understanding and application throughout NBC Clyde.
  • Facilitate Risk Management at Clyde Portfolio level:
    • Hold regular Risk Reviews with Directors and link into wider NBCC Governance
    • Coordinate with all directorates and other HMNBC stakeholders to support a One Clyde risk perspective
  • Engage with Navy Command and other organisations to ensure a cohesive approach to Risk Management.
  • Contribute to Business Planning and Strategy planning activities.
  • Develop team members and enhance quality of outputs through the sharing of knowledge, experience and information.
  • I addition, the post holder will undertake other tasks identified by the Line Manager or directly from Asst Hd S&G.

This is a challenging developmental role for a motivated individual to work with a wide range of organisations including senior stakeholders. As well as acting as risk focal point across HMNB Clyde you will also be in integral part in the development of the One Clyde Portfolio Office. This is an initiative to improve Governance and decision making across One Clyde. You will be expected to work on your own initiative and be able to provide constructive challenge to colleagues from a wide range of backgrounds and grades. You will have the opportunity to engage with wider team activities and expand your knowledge beyond Risk Management.
