About the job

Job summary

The main purpose of HMNB Clyde is to support the Royal Navy from Scotland through the maintenance of submarines and support of Continuous At Sea Deterrence (CASD). The base currently employs around 7,000 people in 25 organisations and this number will grow over the next few years to approx. 8,500 to accommodate the new Dreadnought class of submarines. The Naval Base Commander Clyde (NBC(C)) leads the base in the delivery of capabilities and outputs. The Clyde Programme Manager post works within the Business Department of the NBC Clyde organisation.

The Clyde Requirements Manager is responsible to the Assistant Head Strategy & Governance (AH S&G) for the management of the HMNB Clyde Requirements Process and support to the development and implementation of HMNBC Strategy.

The Strategy and Governance department is currently under review and may develop into an integrated portfolio office in the future. This is an exciting time for the department although it is recognised that there will be some uncertainty until the review is complete. The Clyde Requirements Manager is therefore required to be flexible and open to new opportunities. Post mapping may be required.

This position is advertised at 37 hours per week.

Job description

This post offers a varied and stimulating opportunity to support the S&G Assistant Head (AH S&G) in managing new requirements for Clyde, as well as supporting other strategic activities.

This includes the following tasks:

Requirements Management

  • Manage the transition and integration of new capability requirements into delivery space, ensuring full engagement and collaboration with Clyde Capability Integration Leads.
  • Development and management of the HMNB Clyde Requirements Process to ensure it remains up to date and in line with HMNB Strategy and external strategic changes, and supports Clyde operating model. Maintain process on the HMNB Clyde Business Management System (BMS).
  • In consultation with Requirement Owners, provide management, oversight, analysis and assessment of their Customer requirements to ensure they are defined, understood and agreed.
  • Development and management of the HMNB Clyde “Initial Look Review” with Base Subject Matter Experts (SMEs) to ensure high level requirements are understood and liaise and engage with Customer to ensure any specific HMNB Clyde issues, questions etc are resolved or documented accordingly.
  • Collate and present Statement of Need (SON) and supporting documentation to Senior Management and NBC in line with Governance framework, for approval to proceed into Base Delivery Processes.

Customer Management

  • Oversight of Customer processes (Customer Feedback Forms (CFFs), Customer Surveys) run by Band EO. Guidance to EO on development of Customer Management processes from manual to automated.

Key User Requirements (KUR)

  • Support AH S&G in the development and management of the Clyde Key User Requirements, including engagement with Navy Command to ensure ongoing alignment.

Strategy

  • Support AH S&G in the development of HMNBC strategy, including creation of the Strategic Business plan.
  • Develop and maintain Clyde Business Agreements ensuring alignment with the HMNBC Capability and Capacity Baseline.

Line Management

  • Management and development of Clyde Internal Communications HEO and Countersigning Officer responsibilities for SEO Performance Support Manager.

Person specification

This is a fantastic development opportunity for a motivated and adaptable individual who has the skills to work inclusively with a large stakeholder community.

This individual will play a key role in coordinating new requirements across Clyde, engaging with customers and the teams who will deliver the changes. Therefore they will need strong communication skills to engage a wide range of stakeholders in support of the One Clyde culture.

They will also have the opportunity to contribute to the development of the One Clyde Portfolio Office; an exciting opportunity to engage with a unique change involving internal and external stakeholders across the MOD.
