Job summary

The main purpose of HMNB Clyde is to support the Royal Navy from Scotland through the maintenance of submarines and support of Continuous At Sea Deterrence (CASD). The base currently employs around 7,000 people in 25 organisations and this number will grow over the next few years to approx. 8,500 to accommodate the new Dreadnought class of submarines. The Naval Base Commander Clyde (NBC(C)) leads the base in the delivery of capabilities and outputs. The Clyde Programme Manager post works within the Business Department of the NBC Clyde organisation.

The Clyde Programme Manager post is responsible for the Level 0 Integrated Programme, strategic risk management and delivering Governance arrangements within the NBC Clyde Strategy and Governance (S&G) department to help ensure outputs are delivered to NBC(C) and the relevant governance boards.

The Strategy and Governance department is currently under review and may develop into an integrated portfolio office in the future. This is an exciting time for the department although it is recognised that there will be some uncertainty until the review is complete. The Clyde Programme Manager is therefore required to be flexible and open to new opportunities. Post mapping may be required.

This position is advertised at 37 hours per week.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Job description

This post offers a varied and stimulating opportunity to support the S&G Assistant Head (Asst Hd S&G) in delivering a Strategic Integrated Programme, risk management and organisational governance arrangements, as well as supporting other strategic activities.

This includes the following tasks:

  • Generate and manage a HMNB Clyde base-wide recognised (and endorsed) strategic Integrated Programme that includes a high-level view of both operational and change activities within the Naval Base and share this with key stakeholders within and outside of HMNB Clyde.
  • Generate and manage Level 1 programmes on behalf of HMNB Clyde Directors that feed into the strategic Integrated Programme.
  • Support the generation and management of a base-wide Master Data and Assumption List (MDAL) that supports the strategic programme and enables the generation of Third Order Assumptions (3OA) into the Annual Budget Cycle (ABC) costing cycle.
  • Assist the Asst Hd S&G in the development and management of the level 0 and level 1 Governance framework in support of the Clyde Operating Model and oversee monthly governance reporting.
  • Support Asst Hd S&G in the development, communication and monitoring of Clyde strategy, including creation of the NBC Strategic Business Plan.
  • Manage the Programme Risk Manager and Deputy Programme Manager, developing them and enhancing quality of outputs through the sharing of knowledge/skills and information.
  • In addition the post holder will undertake other tasks identified by Asst Hd S&G.

Person specification

This is a fantastic development opportunity for a motivated and adaptable individual who has the skills to work inclusively with a large stakeholder community across public and private sectors. This individual will play a pivotal role in creating and managing the Clyde Integrated Programme, improving strategic Clyde governance and reporting, and driving improvements in risk management.  They will need strong networking skills to engage a wide range of stakeholders in support of the One Clyde culture. They will also have the opportunity to contribute to the development of the One Clyde Portfolio Office; an exciting opportunity to engage with a unique change involving internal and external stakeholders across the MOD.
