Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. 

The Clyde Programme Manager is responsible to the Strategy and Governance Assistant Head (S&G AH) for leading One Clyde Integrated Governance and NBC-level risk management processes. This includes leading support to senior boards, supporting production of the annual Business plan, ongoing work to stand up a One Clyde Mission Delivery Group and Integration Office, managing Clyde’s Third Order Assumptions and developing Clyde risk processes. 

This position is advertised at 37 hours per week.

Job description

You will support S&G AH in the development, communication and monitoring of Clyde strategy, including creation of the NBC Strategic Business Plan. You will support the generation and management of the base-wide Master Data Assumptions List to support the Strategic Programme and enable the generation of Third Order Assumptions into the financial planning cycle. 

You will lead on Clyde strategic governance, maintaining Clyde's Operation Governance Arrangements. You will support current Clyde senior governance forums (Directors Performance Review and Naval Base Board) and work with key stakeholders, including Clyde Directors, to provide suitable management information and continually improve and refine. This may include making better use of technology to improve the efficiency of reporting.

You will lead on improving risk management at Clyde, working with Directors to mature the strategic-level risk register and continuously improve the Clyde strategic risk management process. You will engage with wider initiatives, including Safety Management and Asset Management, to refine the Clyde strategic risk approach.

You will also have the opportunity to contribute to an ongoing change initiative to establish the One Clyde Mission Delivery Group and One Clyde Integration Office. This will involve working with a wide range of stakeholders to develop and mature the proposed changes, then implement them into normal business.

You will manage the Clyde Risk Manager and Deputy Programme Manager to help deliver these outputs and encourage their own personal development.

Person specification

You will play a pivotal role in embedding the Clyde Integration Office, and therefore you will have a positive approach to change. You will be curious about current ways of working, and be open to suggesting improvements.

You will role model a collaborative approach to engaging with stakeholders. You will be comfortable communicating with individuals of all grades and ranks, military and civilian, internal and external to MOD.

You will take a holistic approach to working with others, avoiding siloed working and adopting a 'One Clyde' approach.
