Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.                  

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.  

HMNB Clyde is the single operational home of the Submarine Service and will become the United Kingdom’s Submarine Centre of Excellence. This single integrated operating base is to ensure that the Royal Navy can deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis. This transition will provide excellent opportunities for commencing and developing exciting and challenging careers within the Civil Service across a broad range of functions and numerous skillsets in direct support of output delivery.

Job description

Authorised Demander Telecoms Support & Security post is part of Support & Security Department under the Deputy Head Infrastructure Directorate. As the successful candidate you will be part of a 6-person team delivering ITC Services to HMNB Clyde and its off-site stations. You will be delivering customer requirements and technology changes to Telecoms Services to the user community on these sites.

As a Deputy Authorised Telecommunications Officer for HMNB Clyde you will be responsible for the management of Navy Command Telecoms Service and Requirements Management processes as follows:  

  • Manage customer requirements through Telephone Request Form process & Navy Command financial approval route for all NSI & Non NSI Telecoms services including Secure Speech, Video Conferencing, Broadband, Pagers etc ensuring robust business case & value for money.
  • Update site records to maintain configuration control of site telecommunications infrastructure.
  • Manage the provision of mobile services & usage services ensuring devices are connected to the best tariff to offer value for money. Ensuring issue of appropriate carriage certificates & User SyOps sign off.  
  • Maintain asset registers for telecom assets Pagers/Mobiles/Direct Exchange Lines & review holdings annually i.a.w DDP 311.
  • Act as focal point for fault reporting, progression, rectification & maintain the fault log i.a.w DDP 311 & AC 28.
  • Upkeep of the Mobile Telecommunications Privilege Access scheme (MTPAS) for the NERO i.a.w the Site Safety Justification Plan for nuclear telecom systems.
  • Act as intelligent customer to manage nuclear  & non nuclear telecommunication services in support of current and future business and other enabling objectives. Monitoring contractor performance to ensure contract timescales & service deliverables are adhered to. Ensure compliance to DDP311, JSP 440; JSP740, Base Policy, AC 19 & 20 and Site Safety Justification Plan for nuclear telecom systems.
  • Manage & deliver a full audit programme of telecommunication assets which includes Fallbacks/Landlines/eVTC/Mobiles/Pagers covering every asset at least once annually.
  • Act as departmental  Local Security Officer in assisting with MODNET Laptop Bitlockers resets for NBC Staff.
  • Maintain Defence Digital Contractors Access Lists; car permits and laptop carriage authorisations.
  • Conduct monthly Fallback functional tests and review and up issue the Fallback telephone directory yearly.
  • Act as Departmental Authorised Motor Transport Supervisor for Official Work Vehicle.

    Person specification

    To be successful in this position you need to be a good organiser, who can interrogate information and make sound judgements. You should also have good written and verbal communications skills and enjoy collaborative working and stakeholder management. Lastly working in an operational environment you will need to have flexibility to adapt and accommodate changing priorities.

    Previous working knowledge and experience of working in a Telecoms delivery environment, in a project or requirements management role or as an Authorised Telecommunications Officer or Local Security Officer are highly desirable.

    A Full UK driving licence, is also highly desirable to visit departments and sites across the Clyde Estate.
