Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.                  

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.  

HMNB Clyde is the single operational home of the Submarine Service and will become the United Kingdom’s Submarine Centre of Excellence. This single integrated operating base is to ensure that the Royal Navy can deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis. This transition will provide excellent opportunities for commencing and developing exciting and challenging careers within the Civil Service across a broad range of functions and numerous skillsets in direct support of output delivery.

Job description

The Authorised Demander IT Support & Security post is part of Support & Security Department under the Deputy Head Infrastructure Directorate. As the successful candidate you will be part of a 7-person team delivering ITC Services to HMNB Clyde and its off-site stations. You will be delivering customer requirements and technology changes to IT Services to the user community on these sites.

As an IT Authorised Demander for HMNB Clyde you will be responsible for the management of Navy Command IT Service and Requirements Management processes as follows:  

  • Manage Navy Command Minor Move process for MODNET assets and infrastructure. Ensuring regularity, propriety and best value for money, whilst enabling Navy Command to achieve business objectives.
  • Manage the provision of all non-MODNET related IT requests via the JASPAR/MCSU processes. Ensuring regularity, propriety and best value for money, whilst enabling Navy Command to achieve business objectives.
  • Manage GOSCC notification process for planned electrical outages at HMNB Clyde, ensuring all key stakeholders are informed within the required notice period and any Business Continuity action required is in place.
  • Manage queries and testing of Clyde software/databases/applications to ensure future compatibility and continued functionality during future MODNET update/upgrades.
  • Manage the transfer of all legacy Software Applications to MODNET or provision of guidance to the customer where an alternative solution is required, ensuring required licences/accreditation is in place.
  • Manage the provision of non-MODNET systems via identified MoD enabling contracts (SSM). Regular review of requirements and service provision to ensure propriety and value for money is being achieved.
  • Provide support to the Site Lead for ongoing Technical Refresh Programmes for MODNET and other Defence Digital projects.
  • Monitor the performance of the MODNET Implementation Provider(s) on a regular basis and report any finding/concerns to IT Authorised Demander HEO/SEO.
  • Manage regular adhoc tasking including: Manage/maintain access list for Data Centre. Provide assistance to IT Requirements Projects and Site Significant Changes. Assist in timely identification/resolution of joint MoD/Babcock IT comms/compatability issues.

Undertake other tasking appropriate to the post-holders grade and experience as tasked by Authorised Demander IT HEO & SEO.

Person specification

To be successful in this position you need to be a good organiser, who can interrogate information and make sound judgements. You should also have good written and verbal communications skills and enjoy collaborative working and stakeholder management. Lastly, working in an operational environment you will need to have flexibility to adapt and accommodate changing priorities.

Previous working knowledge and experience of working in an IT delivery environment, in a project or requirements management role or as an Authorised Demander are highly desirable.

A Full UK driving licence, is also highly desirable to visit departments and sites across the Clyde Estate.
