Job summary

The Assistant Head S&G is responsible for leading and directing the NBC Clyde S&G Department to ensure outputs are delivered to the Naval Base Commander and the MOD Board of Directors in respect of Strategic Programme Management, Risk Management, Requirement Management, Performance Management, Business Strategy and Planning, Customer Management, Strategic Information and Reporting, and Internal Communications. 

Hybrid working (a blend of working in the workplace and from home) is encouraged. You should expect to work a min of 3 days a week in Faslane in agreement with your Line Manager 

This position is advertised at 37 hours per week. 

Job description

This post is responsible for the following tasks:

  • Line Management and development of the Strategy & Governance function and people.
  • New Requirements Process - Directing the team in the development and management of new requirements submissions at HMNB Clyde.
  • Risk Management - Leading the team in the development and management of departmental and corporate level risks, issues and opportunities.
  • Supporting all business areas within the NBC Clyde organisation in Risk management and reporting risks/issues into Navy Command.
  • Governance - Development and maintenance of the Naval Base Commanders Organisational Governance Arrangements (OGA). Including board structures, reporting structures and mechanisms, meeting drumbeats
  • Customer Management - Lead development and management of Customer Feedback and Survey process, Service Level Agreements and Business Agreements.
  • Strategic and Management Information Reporting. Leading development and management of key business information to inform MoD/Navy Command/Director Submarines/Senior Governance Boards and risk based decision making.
  • Internal Communications - Development of internal communications intelligent customer function on behalf of NBC and leading on NBC communication methods and materials.
  • Programme Management - Lead the development and management of HMNB Clyde Integrated Programme. Currently this task is under review to develop and extend the concept of integrated planning across the naval base to accommodate NBC, other MoD areas and Industry Partners. This study will complete until May 24 and may result in some recommendations that impact on this tasking. 

Person specification

This is a fantastic opportunity for someone with ambition, who is engaging and has the skills to work inclusively with a large stakeholder community across public and private sectors that need to work together to deliver the mission. A person who will thrive on building and delivering the NBC Clyde governance architecture and supporting reporting mechanisms. This individual will play a pivotal role in establishing and communicating the Clyde strategic aim, implementing robust corporate governance, managing the Clyde integrated programme, increasing customer focus and promoting internal communications in support of the One Clyde culture.

Candidates must have past experience/skills:

  • Experience of Business Planning and reporting in a busy operational environment
  • Experience of managing senior stakeholders.
