Job description

Major Programmes and Projects (MPP) are the capital infrastructure delivery specialists to the DIO & MOD. Based UK & Overseas, our dedicated professionals are passionate about the work they do and the projects we deliver as an organisation. These include the development of runways and jetties, key refurbishments, accommodation for US Forces and much more.
MPP’s portfolio includes high profile and complex projects, with our Major Programmes in value over £1bn. We have 7 directorates, some which are directly aligned to our Front-Line Commands which strengthens our support in the delivery of Capital Infrastructure. Army, Air, Navy, UK-StratCom, United States Visiting Forces (USVF) Defence Continuity Team (DCT) and the Portfolio Office. All are diverse and unique, delivering excellence to our customers and stakeholders. Our reach is exponential, and no two days are the same!
The DIO Air Directorate is a £2.5bn portfolio of work covering a dispersed geographic area. It encompasses all capital construction work undertaken in the UK on behalf of the Royal Air Force, as well as elements of the Defence Estates Optimisation programme
In this role you will be responsible and accountable for delivering sophisticated Capital Infrastructure, with utmost focus on delivering to Performance, Cost & Time whilst proactively managing our supply chain to perform.
You will examine requirements and provide continual assurance that proposed solutions meet these. You will develop business cases and oversee the work of contractors delivering assessment studies and construction works.
Travel to face-to-face meetings with customers and wider team members, including contractors, with occasional nights away from home will be required. However, we embrace hybrid-working based on the delivery of outputs and achieving objectives. This work can be complex and challenging but through team engagement and collaborative working these challenges can be overcome.
We will invest in you and encourage training. Mentors are available to ensure you develop the requisite skills and competence to enable you to deliver effective outputs within the Ministry of Defence.
The successful candidate will demonstrate experience of successfully leading and delivering projects and/or programmes against a broad range of functional competences.

Person specification

Leading project delivery activities through overall management, co-ordination and direction of both internal and external resources.
•    Manage financial performance of projects, providing regular forecasts, managing financial performance of projects within agreed tolerances against approved budgets, providing accurate financial reporting.
•    Ensuring effective change management processes exist and are implemented.
•    Identify and supervise the management of project risks, issues and opportunities to improve the deliverability.
•    Supervise delivery, in collaboration with Users and Industry, ensuring successful delivery to cost and time and achieving VfM.
•    Provide leadership, engaging with internal and external partners and negotiating key outcomes to support delivery.
•    Develop key artefacts, collaborating with colleagues to undertake assurance and reviews evaluating progress, compliance, and probability of delivery to provide confidence to all parties.
•    Undertake project assurance reviews at key stages of your projects to evaluate progress, compliance and probability of delivery to provide confidence to key stakeholders
•    Develop Business Cases to justify and seek approval for planned project delivery solutions and supervise the delivery of benefits.

Desirable Experience & Skills:

Experience:
Candidates will preferably have experience of leading and delivering infrastructure projects

Membership:
Membership of a professional body institution (e.g. RIBA, RICS, ICE, CIBSE, IMechE, CIOB or equivalent)

Qualification:
The candidate must hold one of  the following qualifications OR provide evidence of experience in: 
APMP/APM(PMQ)
Prince 2 Practitioner 
P3O Practitioner 
Project Leadership Programme

Environmental Factors / Hazards Associated with the Post

As Projects mature, visits may be required to Construction Sites where Health & Safety measures (including, but not limited to, safety briefings and Personal Protective Equipment (PPE) will be provided to assist in your safe-keeping.
