Job description

As an MOT Product Specialist, you will work within the MOT Testing Service Policy Team. You will play a key role in the MOT Service Management Team to ensure that all elements of the MOT services meet legislative, customer, stakeholder and DVSA needs.

You will provide support and advice to DVSA staff, our customers, and stakeholders on MOT policies and procedures. You will also play a key role in to developing and integrating new policies and procedures to improve the service.

You may also be required to work as a subject matter expert within our digital teams to deliver MOT related digital products, training will be provided to assist them to do this.

We put user needs at the heart of what we do, the role holder will need to understand views from numerous and sometimes differing perspectives while remaining creative with solutions. Part of the Policy Digital & Data directorate, MOT has a large digital element to it and is a top 75 service on GOV.UK 

Responsibilities include, but are not limited to:

  • Work with the Product Managers to develop MOT products and policies from inception through to implementation and if necessary, closure.
  • Analyse product data and information to highlight the benefits of changes by outlining costs, benefits, risks, and potential responses to each, seeking input from stakeholders to inform decision making and help build engagement.
  • Work with the policy manager and service owner to maintain backlogs of work in line with user needs, help to articulate these backlogs in the form of roadmaps and service plans across DVSA and externally.
  • Ensure clear articulation of what is required from operational delivery and digital delivery teams which will include setting technical standards, quality expectations, test procedures, policies and service levels.
  • Participate proactively in meetings that will include senior managers from both internal and external stakeholder groups.

Person specification

We are seeking talented individuals who are prepared to challenge. You have the ability to handle periods of change and can recognise the benefits of promoting a change culture amongst colleagues.

You have knowledge of techniques for understanding user needs. For example: Interpreting user feedback, analysing survey responses, data analysis and the ability to understand the environments our users operate within.

You have proven organisational and planning abilities and you can effectively prioritise your workload to maximise efficiency. You are an effective problem solver and efficient at making positive decisions. 

You have excellent communication and interpersonal skills with the ability to build positive working relationships and work with others to achieve results, with the ability to lead on the delivery of pieces of work and projects.

You have the expertise and confidence to represent the policy team and the Agency, providing effective insight and influence to a variety of stakeholders and customers. You can successfully explain policy and standards. 

Additional Information

This role can be based in Birmingham, Bristol, Leeds, Newcastle-upon-Tyne, Nottingham, Swansea, your presence at one of these locations will form part of the working arrangements agreed with you. We operate a hybrid working model giving you greater flexibility about where and when you work. Our expectation is that you will spend a minimum 60% of your time at your base location. Visits to other DVSA sites or work locations count towards this.

There will be an element of UK travel associated with this role, with some overnight stays. The ability to travel is essential.

Limited travel in Europe may be required.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement, for the successful candidate to be able to work at least 30 hours per week.

There may be an occasional requirement to work late evenings or weekends to support service improvement activities – you will be paid overtime/granted TOIL to cover this work as agreed.
