The People Group within the Ministry of Justice 

The people who work for the Ministry of Justice are responsible for its success; and the role of the Ministry of Justice People Group is to support the organisation by enabling our people to be the best that they can be. 

We operate as a cluster of HR services working seamlessly to provide expert support, advice and delivery throughout the employee lifecycle. The role sits in the Change Delivery Directorate within People Group which provides specialist advice and interventions to support the wider organisation improve and transform its services.  

Change Delivery service shapes and leads strategic and People Group changes.  The team ensure the people change approach is aligned with the strategic and operational requirements of the department.  We work with senior leaders to shape the delivery of the people aspects of organisational change, as well as improve the organisation’s capability to plan and implement people and cultural change effectively.  

Summary

The Ministry of Justice (MoJ) is a fast-paced and rapidly changing part of government responsible for broad-ranging policy and service delivery. The MoJ has ambitious plans to reform the justice system and at the same time transform itself into a smarter, simpler and more efficient department. 

Working on a major MoJ Transformation programme, we are looking for individuals who are innovative, flexible, driven, highly organised, be able to see the bigger picture and have a high level of energy and attention to detail. Whilst you will be working in a fast-paced project environment, strong leadership, engagement and interpersonal skills are just as important as project and change management knowledge/experience in what will be a challenging but exciting programme.

Programme delivery has been organised into a number of phases to support review and assurance at key decision points.

All roles across the workstream will contribute to the successful delivery of these phases for the MoJ Synergy Shared Services Programme.  

There may be more than one post available depending on the business needs.

This is a fixed term roles for 2 years. If at a later date the vacancy become available on a permanent basis, there may be opportunity to convert a successful fixed term candidate to permanent, subject to further approvals.

•    The role is a key position within the MoJ Synergy Shared Services team providing a wide and varied range of expertise and technical support and assistance to colleagues.
•    This is an exciting and challenging role in a fast-paced environment that requires a proactive and adaptable approach to the work to meet the needs of team and business demands.
•    The role requires the post holder to be able to proactively plan ahead to effectively manage their workload with minimal supervision.
•    The post holder must be highly capable, flexible, driven and highly organised and have a high level of energy and attention to detail and to be able to multi-task within tight timeframes.

Responsibilities, Activities & Duties:

•    Accountable for sourcing, collating, researching, validating, analysing and acting on a wide range of complex and diverse HR and management data solving problems.  Produce reports and documents to show findings and options to support and influence decision making for Change Leads and Change Managers.    
•    Take initiative on liaising with internal and external stakeholders and third-party providers to ensure accurate and timely capture of diverse and complex data to support change delivery projects.
•    Research, scope, design and produce detailed products and documents to support the delivery of People Change Delivery projects.
•    Support the Change Leads, Change Managers and colleagues in the wider team by responding to a range of complex requests undertaking specific logistical tasks such as creating and running complex spreadsheets, collating and analysing high volumes of detailed review comments on major projects as well as organising workshops. 
•    Create and reengineer new systems and processes to support the programme and take actions to embed these into new and improved ways of working.
•    Accountable for drafting responses and responding to questions 
•    Organise, attend, and where requested chair, a range of meetings, teleconferences and workshops and produce minutes where required.
•    Pro-actively manage actions produced by the various meetings attended and maintain project action logs, plans and documentation.
•    Provide expert support to senior managers and colleagues using judgement and expertise to coordinate the allocation and scheduling of actions and tasks as well as chasing action owners for updates and products to ensure products are delivered on time.
•    Take the lead on ensuring that project documentation is kept up to date, accurate and meets reporting deadlines.
•    Accountable for the configuration management and library of all documentation, including change control and quality assurance. 
•    Take responsibility through technical knowledge and expertise for the management of file structures held under SharePoint.

Candidates will be asked to provide their CV and a 500 word Statement of Suitability covering the essential knowledge/experience set out both below and in the summary above.

In the event of a high volume of applications the initial sift will be undertaken on the Statement of Suitability followed by the lead behaviour.  

The Interview will cover behaviour and strength-based questions.

Essential Knowledge, Experience and Skills:    

Candidates must possess or be working towards/have experience of, one or more of the following: 
•    A background or knowledge of business change, engagement and communications in a corporate setting with an understanding of how to effectively engage audiences and manage risks.
•    Excellent communication skills, including written and spoken communications.

Desirable Knowledge, Experience and Skills:    

No qualifications are required for the role but experience in working in project/programme environment would be an advantage.

A willingness to work towards a change qualification or Prince2 qualifications would be encouraged.

We may consider any evidence within the application form that demonstrates meeting the desirable criteria as set out in the job description. This will only be after essential criteria is scored and where there is a need to differentiate between closely scored candidates.
