Summary:

There is more than one post available.  Roles are offered on a fixed term agreement of up to 24 months. If at a later date a/the vacancies become available on a permanent basis, there may be opportunity to convert successful fixed term candidates to permanent, subject to further approvals.

Purpose of the role is to lead the development, planning and implementation of priority change initiatives that support the delivery of People Strategic Priorities.

Includes:

  • To research, scope, produce and manage detailed project plans and activities.
  • To design, implement, manage and monitor reporting processes.
  • To represent MoJ in broader HR change programmes.
  • To lead project delivery, including management and/or production of project deliverables and activities.

Will be required to be responsible for coordinating people resources across the MoJ to achieve project aims.

Responsibilities, Activities & Duties: You will be required to carry out the following responsibilities, activities and duties:

Responsible for delivering a number of priority people focused projects (at any one time) involving a range of HR functions/activities, structures and key stakeholders. Includes:

Responsibilities

  • Manage the planning, implementation and measurement of change, project and engagement strategies for the Shared Services transformation programme - audiences include staff users, professional users and senior leaders within the organisation
  • Map stakeholder relationships across the department and Whitehall to enable us to manage risks, spot opportunities and drive advocacy for this programme
  • Ensure the right messages are delivered at the right time to the right audiences and that advocacy/engagement is measured effectively and acted upon
  • Drive advocacy among key audiences via creative engagement tactics, including use of digital platforms
  • Help to develop best practice toolkit for major people change programmes
  • Responsible for representing MoJ People Group at various internal and external HR and broader change programme forums.

Business Change

  • Responsible for researching, scoping and producing detailed business change, engagement and communications plans and an overarching road map style plans to support the delivery of people and change Strategic Priorities.
  • Support in the development of detailed business change, engagement and communications plans, obtain feedback from key stakeholders regarding critical project milestones to provide assurance to the portfolio.
  • Responsible for the day-to-day management, monitoring and updating of plans. Measure performance using appropriate systems, tools and techniques.
  • Responsible for the production of regular highlight reports for the project to inform overarching reporting
  • Responsible for anticipating issues and problems, to prevent slippage or failure to meet key milestones.
  • Report and escalate risks, dependencies and issues to management as needed. Perform risk management to minimise project risks.
  • Track and communicate key milestones and own the team planning documentation.

Essential Criteria:

Person specification

  • Proven background in business change, engagement and communications in a corporate setting with an understanding of how to effectively engage audiences and manage risks.
  • Excellent communication skills, including written and spoken communications.
  • Experience in translating user needs and expectations into effective engagement strategies.
  • Experience in measuring impact of engagement activity and tracking it over time.
  • The ability to establish and develop productive relationships with internal and external stakeholders, bringing people together to benefit the project. Managing and influence, change and impact decisions with both internal and external stakeholders

Qualification

Significant Practical Experience or Working Towards or Qualified in one or more of the following: 

  • APMG Change Management Practitioner
  • PROSCI
  • PRINCE 2
  • Managing Successful Programmes
  • Project Leadership Programme 

Desirable Knowledge, Experience and Skills:

  • Experience of project delivery or following project delivery disciplines would be beneficial.
  • Desirable but not essential is a background in major transformation programmes.

We may consider any evidence within the application form that demonstrates meeting the desirable criteria as set out in the job description. This will only be after essential criteria is scored and where there is a need to differentiate between closely scored candidates.
