Overview

The MoJ Property Directorate brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies.  We also provide property services on behalf of the Home Office (HO).

MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability.  We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams.  We are responsible for a great deal - our portfolio consists of properties valued at £8.5bn for the MoJ alone.  We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and also encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate.

Team Overview

The Mobilisation Team sits in the Property Transformation Programme (PTP), which is part of the MOJ Property Directorate. The team is responsible for planning and delivering the mobilisation of new facilities management contracts, carefully aligning to the demobilisation of the current contracts. The transition covers over 500 prison and probation sites for His Majesties Prison and Probation Services (HMPPS). The team will drive forward the work, including inputting to the Invitation to Tender, to ensure we design and deliver a robust mobilisation.

The Mobilisation Lead will be managed by the Head of Mobilisation an SCS1 level, and will have line-management responsibilities. 

The Grade 6 deputy to the Head of Mobilisation is a key leadership role under the  PTP and involves strategic and practical decision making under considerable time pressures and in a high profile environment. 

Job Description, Duties and Responsibilities

Responsibilities will include the following: 

The Mobilisation Lead is responsible for guiding a team, developing solutions and implementing measures to ensure the smooth transfer of facilities management (FM) contracts from incumbent suppliers to new ones. The scale and impact of the contracts requires a senior and experienced FM professional to provide assurance to a wide range of stakeholders that the PTP is managing the transition in a well-planned and professionally delivered way.   

Reporting directly to the appropriate SCS1, the postholder will: 

  1. Acting as senior lead under the SCS1 for the implementation of changes in FM contract arrangements to ensure the prison and probation receive a new workable set of contracts and suppliers – the services are worth over £300m pa and are delivered through a range of suppliers.
  2. Work with senior stakeholders in MoJ / HMPPS and the senior management of the outgoing and incoming suppliers to ensure no service interruption is experienced for our prison and probation services. This will include following further developing a strategy for the delivery of FM services to our estate.
  3. Ensure that resources are targeted and invested in the right way, exploring opportunities to get the best value out of the teams, including developing strategies to manage any growing risks or issues.
  4. Provide and discuss information and feedback relevant to the PTP mobilisation and de-mobilisation work, and as a senior escalation point to resolve key issues.
  5. Attend and present at High Level Stakeholder Meetings, to represent the PTP Mobilisation Workstream.
  6. Share stakeholder feedback and expectations with functional leads and gather intelligence to inform how we manage the roll-out of demobilisation and mobilisation plans.
  7. Proactively manage risk around delivery of de-mobilisation and mobilisation responsibilities - and handle high profile issues.
  8. Lead a team of 10 experienced senior managers motivating, developing and managing them effectively to gain the most from them.
  9. Lead the development of detailed plans setting out responsibilities of the MoJ and incoming suppliers and incumbent suppliers.
  10. Lead development of de-mobilisation activities and plans, ensuring they are incorporated into the Outline Business Case, Invitation to Tender and Full Business Case, as appropriate.
  11. Development of the mobilisation approach, engaging across the Programme and stakeholders as the workstream progresses.
  12. Drive engagement with other G6 PTP workstream leads and gain assurance over the delivery of the mobilisation activity as the work progresses.
  13. Ensure performance, pace and quality it maintained at all times. 

Expectations of post holder in executing the role 

During the period before, during and after mobilisation of the multi-million contracts, the post holder will act as the one of a small cohort of senior subject matter experts ensuring the HMPPS customer receives a smooth transition.  The post holder will also develop and implement strategy and provide direction for the team, ensuring resources are managed appropriately and the complexity of change is managed well. 

The post holder will need to have a a sound understanding of property management, mobilisation and the MoJ Property Directorate’s functional areas, HMPPS business operations, ministerial imperatives and wider government strategies. 

The role will involve travel throughout England and Wales as necessary to visit regional sites. 

Skills and Experience

Essential 

  • Sound understanding of, and experience in FM, property management and project delivery as core areas of service provision from the Property Directorate.

  • Ability to understand and interpret complex contracts, quickly getting to the nub of performance issues and explaining these concisely to stakeholders.

  • Excellent written and oral communication skills, using these to manage a variety of stakeholders, demonstrating the ability to mitigate between different agendas, resolve conflict and achieve positive outcomes.

  • Excellent stakeholder engagement skills, with the ability to represent the Directorate in a professional manner.

  • Tenacity and drive, with a proven ability to resolve problems swiftly and deftly. Ability to exercise significant judgement to analyse situations and develop new approaches, factoring in awareness of the estate’s strategy, and a thorough understanding of user and stakeholder requirements.  

  • Demonstrate commitment to the organisation’s values and behaviours, equal opportunities and diversity, service regulatory frameworks and requirements, responsibilities under Health and Safety, risk management and security, environmental Sustainability and protection of information. 

Highly Desirable 

  • A strong track record of working in custodial environments.

  • A practical working knowledge of the use of ITC packages, e.g. MS Word, Excel and Power Point. 

Further Opportunities-

  • Opportunities exist to develop skills and gain qualifications in the area e.g. RICS, IWFM or other property professional bodies. Property project management or risk management certificated courses would also be available.

  • Future development and accreditation opportunities can be pursued, and it would be expected that these align with the Government Property Profession. 

Government Property Profession (GPP) Technical Skills

The GPP Competency Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Flexible working hours

The Property Directorate offers a flexible working system in many teams.

Requests for reduced hours contracts will be considered in line with business needs. This is a full-time role. 

Please note that external candidates will be offered Fixed Term contracts for 24 months with the possibility of an extension (subject to funding), existing Civil Service employees will be onboarded on secondment terms and conditions.
