The role of People Group is to support the organisation and its 90,000 + people by enabling our colleagues to work to their full potential.

Change Delivery and Project Assurance Function

We support People Group to deliver and assure change projects impacting the whole MoJ. Our work focusses on HR, Business Change and Digital projects. Our Portfolio Office provides assurance to our Executive Team that projects are aligned to the People Strategy, Outcome Delivery Plans and business priorities, are on track for delivery and risks are carefully managed. 

We have recently refreshed our service offer as part of a wider transformation and now sit within the People Services Directorate, that delivers core HR services and projects. Change Delivery and Project Assurance comprises three key areas: 

  • portfolio management; which oversee demand and commissioning, monitor delivery, track outcomes and benefits, review and report on activity and risk management and co-ordinate all documentation and best practice.
  • HR projects; support SROs and Project Sponsors to deliver HR and digital projects within the group.  
  • Change delivery; support projects with expert business change and people change management to ensure programmes embed and increase adoption of the changes 

Reporting to the Divisional Director, this is a senior leadership role where you will be part of a senior team responsible for leading some of HR’s most interesting and priority projects. You could be responsible for a significant programme or project, or a portfolio of smaller projects running in tandem. 

We operate as a flexible pool of project and change professionals with both direct line and assignment managed teams to ensure we meet demand and give our people the opportunity to build their knowledge and capability.

The Role

The Change Portfolio and Programme Lead operates at a senior level with a high degree of autonomy and accountability for a significant business changes and improvements that benefit our entire workforce. Many of these changes are readying the business for more digital ways of working.

The role is responsible for shaping and delivering change strategies and solutions for anything from several small or bespoke projects, to leading a workstream within larger programmes. This role will be responsible for projects enabling Synergy Programme, a Government Major Projects Portfolio programme to implement a new (Enterprise Resource Planning) ERP system. 

 As a member of the Change Delivery SLT, strong leadership is a critical element of this role. As is the ability to prioritise and manage a personal workload, whilst continuously developing a diverse and inclusive team environment, growing our capability in projects and change; and being accountable for your own professional development. An understanding of the environment prisons, probation or courts operate in would be an advantage too.

Specifically these roles are to support a programme journey until 2025 and are therefore fixed term for this period. Secondments and loans will be considered on an individual basis. If at a later date a/the vacancies become available on a permanent basis, there may be opportunity to convert successful fixed term candidates to permanent, subject to further approvals.

Responsibilities, Activities & Duties:

Leadership & Delivery Management   
 
Provide visible and strong leadership, thinking strategically to apply knowledge and professional expertise on complex, high profile and highly sensitive change issues. 

Navigate complex political and ambiguous landscapes, gaining business insight to inform the strategic delivery approach, design of interventions and development of products in collaboration with colleagues. 

Ensure appropriate project management disciplines are in place to identify and manage conflicting priorities, interdependencies and risks with other programmes in People Group portfolio. 

Lead a matrix team, gaining their trust by building an inclusive and supportive team culture that promotes innovation and challenge, coaching staff in their development and performance.

Ensure delivery is aligned to Project Delivery Profession and HR standards.
   
Financial and Business Planning    

Contribute to resource management and deployment for both the portfolio and individual projects.

Ensure business cases evidence benefits as well as investment costs and potential savings to support the case for change.

Setting direction to the team and managing performance against project plans 
 
Stakeholder and Communications Management   

Quickly build trust and credibility through effective relationships with SROs, Sponsors and Leaders confidently challenging approaches and boundaries to drive forward the required changes.   

Shape and lead the change approach in a way which maximises employee engagement with the projects and drives faster adoption of cultural and behavioural reforms.  
Make connections and develop key relationships with other programmes, delivery partners and teams across People Services to ensure successful engagement with operational/business resource, key stakeholders and end users

Essential Knowledge, Experience and Skills:    

Candidates must possess the following: 

Significant senior level experience leading project teams in project management, business change or change management on large scale programmes and projects.

Strong evidence of visible delivery leadership, building confident senior stakeholder relationships in a complex, fast paced change environment with conflicting priorities. 

Experience of navigating ambiguous requirements, adapt to changing circumstances and adverse situations whilst remaining calm, reassuring others and maintaining performance.   
 
An expert in interpersonal and communication skills with a proven track record of establishing and building strong, collaborative and productive relationships to achieve project outcomes.   
 
Strong demonstration of influencing change and making effective decisions that affect multiple services or business areas, at pace and in consultation with stakeholders.   
  
Excellent leadership skills with the ability to develop and coach an inclusive, high performing, and professional change team. 

An understanding of the environment prisons, probation or courts operate in would be an advantage.

Technical:

Good change management expertise, knowledge and experience in leading, designing and implementing organisational, cultural and behavioural changes. 

Significant Practical Experience at a senior level or Working Towards or Qualified in one or more of the following: 
•    APMG Change Management Practitioner
•    PROSCI
•    PRINCE 2
•    Managing Successful Programmes 
•    Project Leadership Programme
