Overview

The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best.  We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently.  Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ).  As of 2 April 2021, the Prisons Maintenance Group (or PMG) joined MoJ Estates Directorate and the team receives a new title, MoJ Property Directorate.   This change aligns us with our Profession – the Property Profession - and brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arms Length Bodies.  We also provide property services on behalf of the Home Office.

Team Overview

You will be part of the net zero carbon team of professionals within the multidisciplinary Climate Change and Sustainability Unit responsible for the development and delivery of key MoJ sustainability programmes. The MoJ intends to be a sustainability leader within Whitehall, and as such, seeks high performing and highly motivated individuals to inspire and deliver meaningful environmental improvements. We work collaboratively across our areas of expertise to deliver positive environmental outcomes across a large range of themes including:

•    Energy management & carbon reduction in line with net zero carbon ambitions
•    Meeting the Greening Government Commitment target (GGC) 
•    Waste management and circular resource models
•    Water efficiency
•    Climate Adaptation
•    Sustainable construction 
•    Sustainable procurement 
•    Sustainable travel
•    Biodiversity protection and enhancement.

The NZC team has delivered a range of projects since its formation; from resource efficiency measures such as LED lighting, boiler efficiency controls and Building Management Systems to supporting electrification with solar PV, ASHP, electric vehicle charging points and water management. The MoJ new prisons will be fully electric, aiming to reduce emissions by c90% compared to HMP Fosse Way.  The Climate Change and Sustainability Unit is also responsible for embedding environmental sustainability across MoJ, its agencies (including prisons, courts, and probation centres) and its Arm’s Length Bodies. This includes the department’s policy making, operations, finance, governance, estates, and commercial activity. Working in a large and diverse organisation presents the team with huge scope to deliver national scale sustainability leadership.

Job Description, Duties and Responsibilities 

The Ministry of Justice is committed to leading the Government’s response to the climate emergency and becoming the first Government department to be net zero.  As a Net Zero Carbon Manager in the Climate Change and Sustainability Unit you will be spearheading the department’s response to climate change, influencing delivery of the net zero carbon agenda for one of the biggest Government departments, touching the lives of more than a hundred thousand people. 

You will play a crucial role in transforming the Ministry of Justice into a net zero carbon organisation and delivering one of our key strategic objectives.  Your passion and enthusiasm for sustainability and carbon reduction will drive change throughout the department. You will use your abilities to solve complex problems, lead and influence others and work in dynamic and diverse teams to deliver our ambitious targets.  You will be working across the MoJ estate in partnership with our Property team across the prison and probation estate, FM partners, contractors, commercial colleagues and other key stakeholders.

Responsibilities will include the following: 

•    Develop and commission Net Zero Carbon (NZC) proposals to reduce carbon emission across the MoJ estate line with MoJ Net Zero Carbon Strategy 
•    Negotiate and influence a variety of key stakeholders (HM Prisons and Probation Services, Property and Facilities Management etc) to embed net zero carbon principles and drive best practise.
•    Work closely with commercial, finance and programme delivery colleagues to identify opportunities and mechanisms for delivering to resource efficiency and carbon reduction initiatives across the MoJ estate. 
•    Develop funding bids relating to energy, water and carbon management projects.
•    Review project business cases and follow up project evaluations.
•    Maintain good working knowledge of energy, water efficiency and carbon reduction and keep abreast of emerging innovations.
•    Provide Subject Matter Expert (SME) advice where needed.
•    Forecast and manage budgets for delivering work and maintain up-to-date accounts

•    Good NZC knowledge and understanding of carbon management programme development & delivery are important along with the ability to analyse complex information, present recommendations, and make effective decisions. 
•    You must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies. 
•    The role may involve occasional travel to MOJ establishments throughout England and Wales.

Skills and Experience 

Essential 

•    Influencing and behaviour change skills to help others to understand the benefits of delivering a more sustainable estate.
•    Excellent understanding of carbon management in a large complex public or private sector organisation
•    Excellent written and oral communication skills along with the ability to negotiate and influence positive outcomes.
•    Experience of implementing new strategies across range of stakeholders
•    Ability to understand and interpret complex datasets and technical issues, to get to the core of issues and explain this concisely to stakeholders.
•    Experience of working with a variety of stakeholders, demonstrate the ability to align priorities and address challenges in order to achieve positive resource and carbon reduction outcomes.   
•    Tenacity and drive for continuous improvement and best practise, with a proven ability to work collaboratively with others to resolve problems and get desired outcomes. 
•    Excellent knowledge and experience of commissioning net zero carbon studies and projects along with business case development skills
•    Excellent understanding of budget and benefits management 
•    Demonstrate commitment to the organisation’s values and behaviours, equal opportunities and diversity, service regulatory frameworks and requirements, responsibilities under Health and Safety, risk management and security, and protection of information.
•    Relevant qualification in a Sustainability discipline.

Highly Desirable 

•    Membership of the Government Property Profession or Institute of Environmental Management and Assessment (IEMA) or The Chartered Institution of Building Services Engineers (CIBSE) or the Energy Institute is desirable.
•    Good carbon management programme development experience in the context of a large organisation
•    A practical working knowledge of the use of ITC packages, e.g. MS Word, Excel and Power Point.  

Qualifications

•    Relevant qualification in a Sustainability discipline.

The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice.
