Minor New Works Manager

As the Minor New Works Manager, you will support the Capital Works Manager and Senior Project Managers in delivering Porton’s minor new works, which involve the repair and maintenance of the research facilities and associated accommodation on site. You will work closely with the site’s business units, department managers, project sponsors, research and production specialist staff, and external sub-contractors. You will be responsible for the delivery of projects from inception to completion, ensuring consistency for the management of sub-contractors and compliance with the Government Procurement Strategy. You will also be expected to draft detailed specifications and business cases for executive approval.

To be successful in this role, you will need to have:

  • A degree or equivalent qualification in a relevant discipline, such as engineering, construction, or project management
  • Experience in delivering small-scale projects in a complex and dynamic environment, preferably in the public sector or a research organisation
  • Knowledge of the Government Procurement Strategy and its implications for project delivery
  • Excellent communication, negotiation, and stakeholder management skills
  • Ability to provide specialist knowledge to all parties involved in the project development
  • Ability to organise, manage, and facilitate specialists and managers in the implementation and delivery of projects

Job description

The job holder will be required to carry out the following responsibilities, activities, and duties:

  • To ensure that all building work complies with the Building Regulations throughout the whole construction process.
  • Liaise with contractors to provide information from the Asbestos Management Report when planning invasive works.
  • Attend all design and contract meetings and provide advice to the project team on all construction aspects of the works.
  • Inspect and advise on work in progress, approve variations to build techniques and substitution of materials as appropriate.
  • Carry out a final inspection of the completed works to confirm the specification and contract obligations have been fulfilled and provide any notifications to the Local Authority as required by the Building Regulations.
  • Acting on instructions from the Capital Works Programme Manager, Site Engineering Manager and Equipment Manager, to provide minor building, refurbishment and alteration works.
  • Work in partnership with the Contractors, Consultants, Project Managers and End Users to develop a spirit of mutual trust and co-operation in the carrying out of building works.
  • Co-ordinate the preparation of contract documents.
  • Be responsible for and manage the budget for small projects to ensure competitive quotations and tender under public procurement rules.
  • Produce tender documentation for publication on Bravo for relevant projects.
  • Co-ordinate the post project evaluation process, ensuring new small projects are commissioned correctly and planned benefits are realised.

Essential Criteria:

Essential

 

  • Experienced Manager/Supervisor with significant construction experience or a degree in an Engineering, Mechanical, Chemical or Construction related discipline
  • Be eligible to undergo SC Clearance and have resided in the UK for the past five years continuously
  • Experience in project managing multi-stranded construction and/or process
  • Experience in managing multi-discipline project teams
  • Team engagement/ people, writing, reporting, communication and excellent organisation skills
  • An understanding of and commitment to equality of opportunity and good working relationships, both in terms of day-to-day working practices, but also in relation to management systems

 

Desirable

 

  • Qualification/Certified Training in Project Management
  • Membership of a relevant Professional Institute or Society
  • Working knowledge of the NEC suite of Contracts as they apply to the range of process and construction projects
  • Experience of working on construction projects within the Life Science/Research and or pharmaceutical industry
