Job summary

UKHO provides direct support to Defence contingent operations and capability by providing geospatial maritime data, products and services as part of our Defence public task.

UKHO’s Military Data Manager (MDM) is the lead subject matter expert for Defence’s maritime geospatial data management including databasing, provision though both web-services and standalone solutions, plus coordinating data release to UK Defence Units and Partners (International and National). In addition, the MDM must work alongside Submarine Operational Support and Terrestrial Data Managers to provide leadership and consultative service.

The purpose of the role is to support Operations and Partner Engagement Team to deliver quality output to time, cost and specification. To ensure timely provision of maritime GEOINT expertise in support of maritime operational needs.

Primary Function.

The Primary function of the UKHO Military Data Manager (MDM) is to develop and drive the Defence Military Data Team and be responsible for Defence’s maritime geospatial data management deliverables associated with the custodial responsibility as delegated from UK StratCom. The role leads a team of 4 civil service data content and web-service technical experts and integrates this discipline across the UKHO Enterprise and specifically UKHO’s Defence Operations and Development Teams whilst meeting all UKHO and Ministry of Defence data management policies and regulations.

 

Hybrid Working:

The Defence Military Data Team are in office for a minimum of 3 days per week.  Hybrid working is supported and coordinated through the management chain.

There will be an initial period of 4 weeks training in office, there will be a period of continuation training of between 6 – 12 months, validated through a process of continuous assessment of the post-holder’s experience, knowledge, skills, and attitude

Job description

As UKHO’s Defence Military Data Manager you can expect to:

 

  • Responsible for UKHO’s Military Data Team, coordinating activity between the Defence Operations, Collaboration, and Development Teams plus UKHO’s Maritime Geospatial Data Management Group (MGDMG) and wider UKHO Enterprise Delivery Teams; ensuring timely delivery of operational support, and inform improvements to existing products and services for value, benefit, and understanding of the required End User effect.
  • Direct the Military Data Team to effectively support the Defence Operations and Partner Engagement Manager in maintaining and reporting against delivery for their areas of the Multi-Year Service Definition Annexes (MY-SDAs).
  • Inform future data management and provision developments to ensure coherence between capabilities is achieved, devolving to the team as appropriate as the opportunities mature, focusing on transition of developmental data centric solutions into operational service. and then be responsible for all UKHO Defence data capabilities Through Life Management Plans and associated security accreditation.
  • Responsible for building and maintaining the Military Data Team’s technical knowledge to ensure UK StratCom delegated data custodial responsibilities (including data release protocols to 3rd Parties through the Expert Data Release Group and UKHO Data Governance Working Group) in alignment with JSP465, JSP440 and UKHO data and security policies.
  • Develop team coherence, understand potential and influence scope of user requirement to ensure value for money is delivered effectively and efficiently.
  • Act as Line Manager for all UKHO staff that work within the Defence Military Data Team that work under the direction of the Operations and Partner Engagement Manager.

Person specification

  • Security clearance or capable of achieving such.
  • Demonstrable recent (within last 3 years) experience of line management for peers and subordinates.
  • Good working knowledge of current UK Defence & Alliance (NATO and FVEYS) Command structures with a focus on the maritime domain.
  • A strong team-work ethic & proven track record as a team player, leader in a workforce support role.
  • Possess the confidence to prepare and deliver presentations up to 1* level with robust communications skills across wide organisational departments and with external customers and suppliers.
  • Must demonstrate experience of delivering innovative solutions to meet emergent requirements across the collaboration and data exchange domains.
