Job description

HM Coastguard (HMCG) is the operational arm of the Maritime and Coastguard Agency with responsibility for 6 key functions - Search and Rescue, Pollution Response, Vessel Traffic Management, Maritime Safety, Maritime Security and Emergency and Disaster management.

There are three delivery disciplines within HMGC: Maritime Operations, which co-ordinates activities from an operations room environment; Aviation who operate the Aeronautical Rescue Co-ordination Centre and Coastal Operations which manages resources and service provision on the coast.  This post will facilitate and support the technical training and development requirements for Maritime and Aviation Operations.

The technical training and development team leads the way in preparing Coastguard officers to meet the requirements of their role in the delivery of the six functions.

The purpose of this role is to lead the maritime and aviation technical training and development team in the design, development, and delivery of budgeted training and development solutions to meet the requirements set out in the technical competence framework.   

Your responsibilities include but are not limited to:

  • Leadership, management, and governance of the maritime and aviation technical training and development team.
  • Ensuring that a culture of safety for staff and trainees prevails at all times.
  • Operate as the training SME (subject matter expert), engaging with the business to ensure that technical training is represented at all appropriate meetings and shaping decisions such that technical training is embedded during key operational decisions which may impact technical training delivery.
  • Identification and management of maritime and aviation technical training and development risks and issues.
  • Representation of the maritime and aviation technical training and development team to business groups such as the BMG (business management group) and chair the training working group as required.

Person specification

About You 

To be successful in this role, you will hold a professional learning and development/coaching qualification or extensive experience in a learning and development role.

You will have an excellent track record of designing, developing, and delivering training in a professional environment to adults as well as experience in project management.

Managing a learning and development function will come naturally to you, with the ability to keep up to date with emerging thinking and trends, maintaining own professional qualifications and development relating to the core areas of work.

Additional Information 

This role will be based in the Fareham HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.  

The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business. Details of the arrangement will be discussed further with your line manager. 

The post requires travel within the UK for peripatetic training delivery and to liaise with both internal & external partners and stakeholders. This may require evenings and weekends as necessary.

There will be a requirement to undertake Continuous Professional Development as required. Levels of qualification will need to be maintained.

The role is subject to health standard requirements.

This post is offered on a fixed term basis of 12 months with a possibility of an extension or being made permanent.

Permanent Civil Servants will not be expected to change their employment status from permanent to fixed term appointment. OGD applicants will be appointed on inward loan and subject to the terms of the agreed inward loan agreement.
