Job summary

This is an important bicameral appointment in which you will lead Parliament’s digital service to deliver the recently agreed 2024-2027 Information and Digital Strategy for Parliament.

The House of Commons and the House of Lords play a pivotal role in UK decision making.  They are both complex and fascinating institutions, upholding traditions which combine practices that date back to the earliest days of our democracy. However, the traditions we hold dear co-exist with the modern and changing needs of our high-profile Members as they seek to engage, inform, and act in the best interests of UK citizens.  Both Houses operate with great visibility and more than a million visitors come to witness our Parliament in action, but the fact that we are one of the UK’s most prolific broadcasters is perhaps less well known.

Job description

As Managing Director, Parliamentary Digital Service, you will play a critical role in support of both chambers, supporting some 10,000 users with diverse interests and needs in a dynamic, data centric organisation that routinely engages with, informs and supports UK citizens. 

This is a complex stakeholder environment in which you’ll need to collaborate closely with other Teams across both Houses to deliver excellent services to Members and staff of both Houses. With a large department of approximately 580 people, you will need to bring a coherent and inspiring leadership style to effect the change required in an environment where the basics must be done well.  To this end, you will need to assess and update approaches to operations, service and project/programme delivery to ensure that initiatives deliver genuine benefits and value for money.  The establishment and development of mutually beneficial relationships with strategic partners will also be key, alongside maintaining a current view of emerging technologies, ensuring that client groups benefit from the latest relevant tools and approaches.

Person specification

This role will require you to provide strategic digital and technology leadership and a step change in service delivery performance and customer experience. You’ll be well positioned to join the dots, enhance internal capability, deliver service excellence, and increase business agility and pace of delivery, all the while responding to opportunities to partner, share services and, ultimately, maximise return from investment.
