Job summary

DE&S Deca is a specialist part of Defence Equipment & Support (DE&S) tasked with supporting a vast range of defence avionics, electronics and components to provide high-quality, cost-effective support to the UK Armed Forces. We have a rich heritage as the MOD’s in house repair, maintenance, overhaul and upgrade service provider by offering innovative solutions to guarantee best value for Defence.

As a DE&S Deca Procurement Manager your main duties are to conduct competitive and sole source procurement and contract management, of contracts with varying levels of complexity up to £20M.

Being mindful of the scrutiny on Public Sector pay and in accordance with Civil Service Terms and Conditions, salary on appointment is normally at the minimum point of the salary range and this should therefore be the expectation. Existing Civil Servants will be appointed in line with the normal Civil Service pay rules.

Job description

Neither exclusive or exhaustive, responsibilities include:

Pre-sourcing/Sourcing.

  • Conducting pre-market assessment and engagement
  • Initiating and maintaining contract file administration
  • Advising and enforcing obligations under:
  • Transfer of Undertakings (Protection of Employment) Regulations 2006
  • International Traffic in Arms (ITAR) and Export
  • Administration Regulations (EAR) regulations
  • Intellectual property Rights (IPR) regulations
  • Single Source Procurement Regulations (SSPR)

Assists/approve requirements capture and verification of the:

  • Request for Contract Action (RCA)
  • User requirements Document (URD)
  • Systems requirement Document (SRD)
  • Integrated Test and Acceptance Plan ITEA(P)
  • Leads in developing the commercial strategy of the Business Case
  • Drafting tender and contract documentation
  • Ensuring inclusion of quality, risk, safety and considerations of conflict of interest
  • Solicitations for proposals
  • Performing Cost Analysis
  • Negotiating terms, conditions and pricing
  • Supplier selection
  • Contract award
  • Contract Management

Management of a portfolio of contracts:

  • Implement and sustaining an appropriate contract management approach
  • Authorise and make changes to the cost and schedule though Contract Amendments
  • Accept deliveries (compliant and non-compliant)
  • Take enforcement steps as appropriate
  • Conduct contractor performance management activity
  • Undertake dispute resolution, post costing and contract closure

Person specification

We are looking to recruit fully qualified and experience procurement professionals in the first instance. Consideration will also be given to applicants with transferable skills who demonstrate their suitability for development based on past experience and academic achievement. Interviews and appointments will be on merit.

Essential criteria:

  • Experience of the procurement of goods or services in any role
  • Educational qualifications equivalent to Level 3 (e.g. A level, access to higher education diploma, advanced apprenticeship) in a relevant discipline
  • Willingness to work towards and achieve level 6 Member of The Chartered Institute of Procurement and Supply (MCIPS) within a reasonable and agreed timeframe (we will cover your training costs and provide you study time)
  • Proficient in MS Office applications including Word and Excel
  • Full UK Driving License

Desirable criteria:

  • Public Sector experience of tendering and contract management
  • Member of The Chartered Institute of Procurement and Supply (MCIPS) or currently studying towards

Please note travel between sites and other MOD locations will occasionally be a requirement based on business needs.

Selection process details
