Job description

The role sits in our Energy Systems and Networks Directorate, within the Smart Energy Policy Team. The work of our Directorate sits at the heart of one of the biggest transformations the UK's economy will need to go through over the next few decades. The Directorate's objectives are:

• Facilitating the development of a smart, flexible and digitalised energy system which supports changing sources of demand and generation.

• Ensuring the transmission and distribution networks, on- and offshore, are delivered when and where they are needed to support energy targets, at least cost to consumers, communities and the environment

• Establishing the governance needed to support the future energy system, including establishing the Future System Operator at the heart of the system by or in 2024

Within the Directorate, the Smart Energy Policy Team is responsible for driving flexibility in our energy system through enabling low carbon technologies that match electricity generation with consumption. Large scale electricity storage (LDES) is a key enabler by storing excess renewable generation over longer periods of time (days, weeks, and months), replacing flexibility from fossil fuelled generation, and helping to alleviate constraints on the grid. LDES can come from huge pumped hydro power stations in our mountains and hills, or from cutting edge innovative technologies such as liquid or compressed air, flow batteries and other novel solutions.

We know these technologies struggle to gain the investment they need. In the March 2023 Powering Up Britain: Energy Security Plan, the Government committed to put in place in 2024 an appropriate framework to enable investment in large scale long duration electricity storage. To deliver this commitment, we recently published a policy consultation proposing a cap and floor mechanism to incentivise investment. You, as LDES

Delivery Manager, will be responsible for leading the Department's work to support implementation of this framework over the coming years to meet this exciting public commitment.

Person specification

This role offers a great opportunity to lead the implementation of a significant public commitment at pace. You will be responsible for supporting the design of an appropriate policy framework to enable investment and leading its implementation. You will have regular engagement with industry stakeholders and senior leaders.

You will need to work closely with the LDES Policy Manager who leads the design of the framework and with colleagues across energy including Ofgem to ensure the timely delivery of the framework.

Your responsibilities will include:

• Developing an ambitious and robust implementation plan for the cap and floor regime, accounting for various dependencies, particularly pending policy decisions and the scheme design.

• Supporting the LDES Policy Manager in developing a policy position and scheme design which are deliverable in the timelines set out in your implementation plan.

• Identifying risks early and put in place mitigations to ensure the timely delivery of the plan.

• Ensuring the plan is well integrated into wider strategic developments across smart energy systems and across the Department.

• Collaborating closely with analysts, legal, commercial, and technical experts to ensure the plan accounts for all relevant dependencies.

• Building good working relationships across the Department and Whitehall as well as with Ofgem to identify and agree implementation timelines.

• procurement and contract management of external specialist advice services.

• Leading the timely implementation of the plan, monitoring and evaluating its progress.

Skills and experience 

We would love to hear from you if you:

• Have proven experience of delivering complex projects at pace, ideally in collaboration with other teams/organisations.

• Are comfortable operating in a complex and fast-paced environment, adapting as the situation changes and finding ways to make progress despite uncertainty.

• Have strong written and oral communication skills, and are able explain complex, technical matters in simple terms to different audiences, and show strong interpersonal skills.

• Have the experience and behaviours to work collaboratively with internal and external partners to achieve progress on shared objectives, respecting difference and external experience.

• Are committed to ensuring decision making happens at the right level, informed by evidence from a range of sources, and encouraging innovative suggestions and challenge from others.

• Have a strong track record of working at pace across multiple challenging projects or workstreams, both collaboratively and autonomously

• Have a real passion for the work you do and the impact it has.

Prior knowledge of energy policy is desirable but not required – we will quickly upskill you in the areas where you have less experience.
