Job summary

A part of the Cabinet Office, the Central Digital and Data Office leads the Government Digital and Data function.  Government Digital and Data is a community of experts leading digital transformation in government, creating more efficient services that have a meaningful impact on people’s lives. We put the right conditions in place to achieve digital  transformation at scale by working with departments, and other government functions like commercial, project delivery and security professionals.

We are responsible for:

  • digital, data and technology strategy and standards, like the Technology Code of Practice, the Service Standard and Open Standards
  • cross-government digital, data and technology performance and assurance, including Spend Controls
  • Government Digital and Data capability development, including the Government Digital and Data Capability Framework

Government Digital and Data Workforce and Capability Team:

The Government Digital and Data Workforce and Capability team (in Cabinet Office) is focused on ensuring that government has the right people to deliver digital transformation and meet the significant challenges that it will face in coming years.  We aim to turbocharge our ability to attract, recruit, grow and retain world leading digital talent who will go on to develop game changing public services.

Job description

Learning Design Team:

The Learning Design Team sits within the Workforce and Capability Team, our work is cross cutting delivering learning to both Government Digital and Data professionals as well as the wider Civil Service. Our most recent project was One Big Thing 2023, an ambitious project which saw over 40% of the Civil Service come together to improve their data skills.

Responding to the demands of the Government and the drive for change sees the team looking towards its next project which will focus on Artificial Intelligence (AI). If you have a passion for learning, are keen to be involved in projects that deliver real change and want to help the Government deliver for its citizens this could be the role for you.

As a learning pathways and design manager you’ll:

  • develop learning pathways for all Government Digital and Data roles on the capability framework
  • develop a re-skilling pathway into the profession for critical Government Digital and Data roles
  • review & evaluate external catalogue learning for relevance to Government Digital and Data and wider Civil Service digital skills, working with external stakeholders to enhance the offer
  • identify and report gaps in learning provision to meet Government Digital and Data ambition and suggest ways of filling the gaps
  • support the team to design, develop and deliver learning interventions targeting both Government Digital and Data colleagues and the wider Civil Service
  • support the learning design team with other projects as and when necessary

Person specification

This role requires:

  • understanding of user-centred design which can be applied to learner pathways and learning design
  • an excellent communicator with strong collaborative skills who can communicate with stakeholders at all levels
  • ability to analyse straightforward data and to adjust quickly to changing priorities and conditions
  • ability to generate new and innovative approaches to problems
  • ability to work effectively across boundaries and with external suppliers
  • an understanding of learning design and development in the e-learning field, or an interest in developing in this area

Selection process details

The standard selection process for roles at CDDO consists of:

  • a simple application screening process - We only ask for a CV and cover letter of up to 750 words. Important tip - please ensure that your cover letter includes how you meet the skills and experience listed in the “person specification” section above
  • a 60 minute video interview

In the event we receive a high number of applications, we will conduct an initial sift on the lead criteria which is: 

  • understanding of user centred design which can be applied to learner pathways and learning design

Depending on how many applications we get, there might also be an extra stage before the video interview, for example a phone interview or a technical exercise.
