Job description

Science and engineering have never been more important in Government! If you're interested in being a part of building science and engineering capability across government, come and join our passionate and diverse team at the Government Office for Science (GO-Science).

This role sits in the Government Science and Engineering (GSE) Profession team within GO-Science, however, as a profession we have a government wide remit and work with stakeholders right across government and beyond.

As the Learning and Development Lead you would manage the delivery and promotion of science and engineering related skills and learning projects across Government, with the support of an HEO. For example, you would lead on projects including mentoring programmes, developing a learning offer for deep specialists and professional recognition. You would gain a deep understanding of how science and engineering operates across government and the role provides an opportunity for developing excellent stakeholder and team management skills.

This role would suit a proactive candidate with an interest in developing capability in others and who enjoys engaging with a wide range of stakeholders.

Responsibilities include:

  • Lead and manage the GSE profession learning and development offers, including specific products/tools, signposting hub, professional recognition and mentoring schemes, with an ability to work flexibly across a range of projects simultaneously.
  • Lead on the delivery of government-wide bespoke science and engineering online training packages, from increasing science-literacy across government to supporting deep specialists.
  • Lead on the development of the L&D strategy and action plan, in alignment with the profession strategy and through collaboration with the wider GSE Profession Team.
  • Line manage an HEO to deliver the GSE Profession learning and development offers.
  • Oversee stakeholder management for the GSE learning and development offers, spanning across government, including other professions, Civil Service HR, Government Skills and Curriculum Unit and wider to the science and engineering institutions. 
  • Collaborate closely with departmental and communication leads to embed GSE profession products for example, the GSE skills assessment tool and GSE Awareness Level Courses.
  • Lead on L&D programme assurance and continuous improvement, reporting progress periodically, manage issues as they arise by formulating appropriate interventions and advancing to the appropriate seniority when needed.
  • Lead on the long-term evaluation of L&D products/tools/scheme and incorporating findings into actions plans.
  • Support scheduling of priorities for GSE Profession Board activities, including preparation and presentation of papers to senior Board members.

Person specification

Essential Skills and Experience

  • Ability to effectively manage multiple strands of work, with often competing priorities and a track record of efficient project delivery.
  • Ability to communicate and promote (both verbally and written) effectively to a wide range of stakeholders, from policy professionals through to deep specialist scientists and engineers.
  • Excellent stakeholder management skills, with a strong ability to build and maintain strong relationships and networks internal and external to government.

An understanding of the science or engineering community, either through background or interest would be beneficial, but not essential.
