Job summary

The Integrated Corporate Services (ICS) is a new shared corporate service, launched in July 2023. It will provide corporate services (HR, Finance, Digital, Commercial, Security and Estates) across the Department for Energy Security & Net Zero (DESNZ) and the Department for Science, Innovation & Technology (DSIT).  

Our team of just over 300 professionals will be leading the way in how these functions will be delivered in the future. Our ambition is to be the leading provider of integrated corporate services for government and set the standard for quality, efficiency, and innovation in our field.

This is an exciting opportunity to join the People and Development (P&D) team in ICS Digital, we’re a close-knit group of human resource (HR) professionals dedicated to empowering our digital and data colleagues by providing comprehensive and dedicated services in areas such as recruitment, workforce planning and learning and development (L&D).  

As the Learning and Development Lead, you’ll collaborate with professionals across ICS Digital, DESNZ, ICS and DSIT, creating meaningful connections and driving positive change.

Your Role:

Strategic Partner: You’ll be the go-to person for all things L&D. Building strong relationships with individuals across the digital and data profession and understanding their unique needs and aspirations.

Investigative Mindset: Dive deep into research, exploring various L&D options. Propose innovative solutions that align with individual goals and team objectives.

Forward-Facing: As a trusted lead, you’ll shape the future of our workforce capability. It is important for you to build trusted and lasting relationships with the wider team. 

P&D services: Alongside building capability through L&D, you will also support the P&D team with other initiatives such as in year awards and data reporting.

Key responsibilities

Developing Personalised L&D Paths:

- Collaborate with individuals in ICS Digital and the Digital and Data profession to create customised learning and development paths. These paths should align with employees’ career goals and skills gaps. 

Assessing Skills Gaps:

- Evaluate employees against a capability framework to identify areas where additional training or development is needed.

- Pinpoint skills gaps and recommend targeted learning interventions to bridge those gaps.

Researching and Proposing L&D Interventions:

- Stay informed about industry trends, best practices, and emerging technologies related to learning and development.

- Propose effective L&D interventions, such as workshops, courses, or coaching programs, to address specific skill requirements.

Managing Employee Programs:

- Oversee various employee programs such as in year awards, quarterly reviews and L&D subscriptions.

Capturing and Reporting Data:

-Collect relevant data related to L&D initiatives, such as participation rates, training effectiveness, and employee satisfaction.

- Capturing and reporting data on other process you will manage. 

Handling Invoices:

- Raise and process invoices related to training programs and ensure timely payments.

Managing Queries:

- Monitor and respond to inquiries in the team’s shared inbox promptly.

- Provide helpful information and guidance related to learning and development matters.

Skills and Experience

Essential:

- Experience in creating L&D plans tailored to an individual’s needs, 

- Business or customer-facing experience with a focus on providing an exceptional service,

- Comfortable with data and analysing it,

- Skills capture experience in a L&D/HR setting,

- Passion for shaping the future of learning and development. 



Desirable:

- Have the above experience in a digital, data, or technology profession/organisation. 

- CIPD membership or willingness to work towards one.
