Job Title: Learning and Development Consultant

Pay Band: G7

Location: National, at any HMCTS site

Based on current ways of working, work location is likely to be a combination of working from home and from the office, dependent on business needs.  There will be the need for occasional travel and overnight stays.

Appointment Term: FTC 12 months with possibility of being made permanent.

This role sits in HMCTS HR, part of Organisational Capability, and is a key member of our Learning & Development (L&D) Team. We provide the learning and development for all HMCTS employees, whether that is a wide range of bespoke development specifically for our business, targeted activities relating to performance and talent management or access to cross-government learning.

We are very focused on building capability in a way that truly makes a difference to HMCTS colleagues, who are undertaking operational roles in courts, tribunals, and our Service Centres. About the role

The purpose of the role is to ensure the core learning and development offer reflects the priority needs of HMCTS and aligns with our strategic objectives and our People and Culture Strategy. You will provide leadership and direction and lead the business-critical development and implementation of core priority role-specific learning products and activities, including the development of management capability solutions aligned to the new Civil Service Standards.

You will work closely with senior operational and HR colleagues to develop and implement the approach to priority areas of capability build and partner with key senior stakeholders to ensure the wider approach to learning and development (L&D) across the department is consistent and equitable.

You will provide strategic, expert and definitive advice to ensure the L&D we provide internally is aimed at improving performance and building capability across the organisation to ensure that our people have the right skills to deliver for the organisation now and in the future.

As part of the leadership team in L&D, you will lead a team of L&D professionals, located across the country, which will require effective remote working leadership to bring a dispersed team together and create a sense of cohesion, embedding our organisational vision and values.

The ideal candidate for this position should demonstrate:

Essential Skills

  • Comprehensive experience in learning and/or development across the learning cycle from learning design, delivery, to evaluation.
  • Excellent leadership and people management skills.
  • Experience of leading and driving organisational level initiatives, delivering change and improving performance.
  • High proficiency level across the Microsoft Office suite (Excel, Word, Outlook, PowerPoint, Teams).
  • Flexible approach to workload, demonstrating a willingness to move between different tasks and prioritise work.
  • Excellent stakeholder management skills and ability to build high-quality working relationships across multiple groups, valuing relationships with stakeholders.
  • Strong project management and organisational skills.
  • Strong written and verbal communication skills with a range of audiences, both internal and external including Director level.

MoJ employees may apply for FTC opportunities in MoJ that are advertised at a higher grade than their current substantive grade. Where an employee accepts a FTC on promotion, this promotion will be temporary, and the employee will revert to their substantive grade upon return to their home business area, as per the loan policy for OGD loans. Before applying, employees must seek approval from their line managers to ensure they can be released for the duration of the FTC and can return to their substantive role at the end. If there is no role available at the end of the FTAC, the employee will be subject to redeployment and potentially redundancy procedures.
