This role is part- time - 0.7FTE

Role purpose and summary:

Your role will be to work with colleagues across the Leadership, Talent and Capability team and with stakeholders to deploy learning initiatives that ensure that the Ministry of Justice (MoJ) is a department where leaders inspire; talent is nurtured; diversity is celebrated; and everyone is enabled to be their best.

This includes:

  • Championing people development to inspire and empower every individual to fulfil their potential across the MoJ family.
  • Deploying and implementing programmes, interventions, initiatives, and events that aim to develop everyone across the MoJ family to discover their talent, build their capability and grow their leadership.
  • Effective collaboration and engagement, across the team, to ensure we utilise the expertise within the team, including specialists in design, delivery, marketing, learner experience, project support, reporting and evaluation.
  • Build strong and purposeful relationships with a diverse group of stakeholders.
  • Striving for excellence and working in a collaborative, iterative way that balances innovation with delivery at pace.

Impact role has on organisation:

The Leadership, Talent and Capability Specialist role supports the implementation of the strategic plan through collaborating to co-ordinate and deploy programmes, interventions, initiatives and events to support the development of skills and practices, strengthen individual and organisational capability and support continuous improvement and growth across the MoJ family of 80,000 colleagues.

Key Accountabilities, responsibilities, and deliverables:

Discovery

  • Provide specialist support to leaders, managers, and stakeholders to identify leadership, talent and capability needs.
  • Ensure insight e.g., lessons learned, informs decision making for programmes, interventions, initiatives, and events.
  • Contribute to proposals that align to the Leadership / Talent / Capability strategies to meet customer needs. This includes identifying improvements and managing a quality service to time, cost, and quality.
  • Build and maintain successful relationships with a range of stakeholders.
  • Take an active role in driving the leadership / talent / capability agenda to embed a learning culture that is underpinned by our organisational values.
  • Collaborate with other specialists to develop options that deliver optimal outcomes.

Design

  • Work as part of virtual teams to co-ordinate and deploy a wide-reaching portfolio of programmes, interventions, events aligned to the Leadership, Talent and Capability strategies.
  • Work with project teams to iterate, experiment and continuously improve our products and services.

Test

  • Embrace and support the diverse needs of our customer base, deploying specific programmes and interventions that meet the needs of under-represented groups in line with MoJ wide strategies, ensuring diversity and inclusion is explicitly and proactively promoted and supported in all work.
  • Work with project teams to iterate, experiment and continuously improve our products and services.

Delivery

  • Pro-actively deploy several projects, simultaneously to deliver outcomes.
  • Ensure delivery is on track across projects, reconciling different priorities, highlighting, and raising risks and issues, exploring underlying causes and suggesting solutions.
  • Co-ordinate and deploy initiatives to support organisational development and cultural change. You will work with specialists in design, delivery, marketing, learner experience, project support, reporting and evaluation to streamline delivery, maximise efficiency and avoid duplication.
  • Support learners to get the most from their learning opportunity ensuring a positive experience, with tangible impact in the workplace.

Review

  • Review initiatives regularly and report on progress.
  • Utilise stakeholder feedback and lessons learnt to continuously improve, pursue excellence and credibility to support and develop everyone across the MoJ.
  • Work alongside Evaluation Specialists to measure and demonstrate the impact of programmes and initiatives.
  • Support the Leadership / Talent / Capability Leads to provide value for money services that are conscious of the public purse and optimise funds.

Knowledge, Skills, and Experience incl. qualifications

Essential criteria:

Experience:

  • Delivery of initiatives that deliver measurable impact and positive change.
  • Building and maintaining effective stakeholder relationships.
  • Collaborating to design / deliver an intervention to meet organisational / stakeholder needs.
  • Experience of working in a flexible, agile environment and adapting to meet changing operating requirements.

Skills / behaviours: 

  • Attention to detail, strong organisational and planning skills.
  • Good drafting and written communications skills.
  • Good presentation skills and confidence engaging verbally with diverse audiences.
  • Autonomy and using own initiative. 
  • Effectively prioritise and deliver several projects simultaneously.
  • Demonstrate a continuous improvement / growth mindset. 

Desirable criteria:

  • Experience of utilising project management methodology to deliver positive outcomes.
  • Experience of working on leadership, talent, or capability projects.

Qualifications:

Formal qualifications are not essential.  However, a willingness to work towards a suitable qualification such as a Level 3 or Level 5 Apprenticeship is encouraged.
