The Cabinet Office is undergoing a significant Digital Transformation.  Over the next three years we aspire to make UK Government digital services the best in the world, meeting or exceeding the benchmark set globally by the best public or private sector standards. This role sits within the Chief Technology Office within Cabinet Office Digital reporting to Principal Enterprise Architect and supporting the Chief Technology Officer. We are responsible for architecture and engineering across the Cabinet Office and own the newly commissioned Technical Design Authority for the department. We work in collaboration with individual business units and Arms Length Bodies to align technology and operate platforms for the benefit of the products and teams dependent upon them.

This is an exciting opportunity to lead and shape the delivery of digital services with business units across the Cabinet Office, working on a wide variety of projects from high profile public-facing sites to internal digital transformation projects.

Job description

The role:

  • Be a key member of the Architecture team within the Chief Technology Officer (CTO) Function at Cabinet Office Digital, with an enterprise-wide view of the business and appreciation for strategy, process and capabilities enabling technology and governance. 
  • Engage with a host of senior business and digital stakeholders across the organisation and Arms Length Bodies, setting direction for digital and technology and business change in line with the business plan and Digital & Technology Strategy.  
  • Contribute to the architecture, delivery and operation models to ensure the best and most cost-effective technology solutions are procured, developed and deployed; the solutions are sustainable and have proper guardrails around them. 
  • Lead the implementation and reporting of the Technical Design Authority (TDA) and spend control assurance, ensuring that programmes and projects are governed and assured at the right touch-points. You will champion the adoption of the latest technologies and develop strategic approaches to solving business issues, whilst transforming the complex technology estate towards a smaller number of strategic platforms.    
  • Ensure adherence to current good practice and government design standards and provides quality assurance oversight. You will also lead the development of architectural standards which will enable more informed decision making and agile responses.

Person specification

Essential Criteria:

  • Strong experience in using architecture to influence technical direction decisions, turning business requirements into architecture designs. 
  • Strong software development or technology background, with a good knowledge of Agile development, techops best practice and a mixture of cloud and non-cloud technology.
  • Strong experience in navigating the complex landscapes of technologies, 3rd party suppliers, internal and cross-government teams.
  • Experience in defining and adopting a technical strategy and road map.
  • Strong leadership and communication skills. 

Desirable Criteria:

  • Ideally you will also have the following skills or some experience in:
  • Knowledge of developing business architecture and using it to facilitate improved organisational outcomes through supporting strategic decision making and optimal business design. 
  • Knowledge of an architectural framework and how to adopt and apply it to an organisation. 
  • Knowledge of Government digital policies and standards

Additional information

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
