Job description

This is a really exciting time to join the MMO as we become an independent coastal state, embedding new repatriated functions and services with an increased focus on the protection and enhancing of the marine environment. Job description 1 

The successful candidate will be a critical part of the team that delivers a range of change initiatives improving both internal processes and external services that manage and protect the marine environment. Reporting to the Head of Programme Management Office (PMO), the main responsibilities of this role are:

  • Working as part of the PMO, which is embedded in the Change Delivery & Implementation function within the Planning and Change Directorate.  This is a small maturing PMO requiring further development of our services.
  • To support the Head of PMO in delivery, including co-ordination, planning, control, reporting and analysis.
  • Responsibility for the assurance oversight of a collection of projects that contribute to the delivery of departmental or business area objectives, providing programme level assurance, as part of the MMO’s integrated assurance process.
  • Focussing primarily on providing insight, information and support that strengthens programme governance and enables prioritisation, decisions and effective allocation of resources.
  • Providing PMO administration and support Project Managers in the delivery of their project through the Project Management Framework.
  • The role will include considering best practice delivery frameworks, compliance and locally agreed practices, supporting the department to ensure optimal delivery of departmental/business strategic objectives through the analysis of a range of information sources and engagement with programme and project stakeholders.

Key tasks, accountabilities and responsibilities

Assurance

  • Support the definition, implementation and on-going management of the agreed assurance approach/plan for all agreed programmes and projects. Provide a second line assurance function for project reporting.
  • Undertake planned health checks/assurance reviews on projects, detailing areas of risk and recommendations.
  • Ensure projects are using the agreed project management framework, using the standard project tools and templates.

Governance and Reporting

  • Coordinate reporting from projects and provide analysis of performance to inform management decisions.
  • Provide administration for governance boards, such as capturing minutes, actions & decisions.

People

  • Support the Head of Change Delivery and Implementation and Head of PMO to communicate and build commitment to a shared sense of purpose within the team. Particularly focusing on building advocacy for PMO processes and driving towards a culture of support and assurance in project delivery.

Planning, Scheduling and Resourcing

  • Support the maintenance of a Programme Delivery Map and critical path to monitor project progress.
  • Recognise and track interdependencies across change projects.
  • Maintain the quality of information in resource management tools.
  • Ensure mechanisms and reporting tools are in place to enable effective planning and scheduling, ensuring projects have clear milestones and project plans to support effective delivery.

Risk and Opportunity Management

  • Support the identification and monitoring of programme risks (threats and opportunities) and escalate as appropriate.

Benefits Management

  • Lead the development and maintenance the overall benefits register.

Post Implementation Reviews

  • Assist post implementation reviews on completed projects, to consolidate lessons learnt. Ensure these lessons learnt are built into future projects.

Finance

  • Assist with the monitoring of project spend and contribute to the completion of budgets.
  • Maintain accurate asset register for projects.
  • Provide assurance on work completed for drawing down funding and invoicing. 

Stakeholder Management

  • Manage professional relationships and engage with a wide range of stakeholders.

  • Ensure that the MMO values and code of conduct are embedded in your daily activity and you provide feedback to others.
  • Comply with all MMO policies and procedures at all times.
  • Develop customer and stakeholder relationships to enable mutually satisfactory results.

  • Support corporate initiatives as required.
  • Positively promote the MMO “brand” outside of the organisation.
  • Any other reasonable duty as defined by the organisation.

Key knowledge for the role:

Essential

  • Minimum 2 years, experience working in a project or programme environment
  • Awareness of project management methodologies
  • Excellent oral and written communications
  • Exercise professional judgement to form sound opinions and make decisions in the absence of clear data
  • Excellent attention to detail
  • Excellent customer service
  • Ability to plan, prioritise and control workload to deliver results to agreed timescales
  • Excellent knowledge of Microsoft Office, including Excel, Word and Outlook

Desirable

  • Experience of using Microsoft Project or similar tools
  • Experience of project delivery using recognised project management methodology
  • Experience implementing project management tools and templates
  • Experience of managing budgets

Qualifications for the role:

Essential

  • Foundations in Project Management or 2 years’ experience of working in a structured project environment.

Desirable

  • PRINCE2, APM, Agile or equivalent project management qualification.
