Job description

The Matrix Programme is a major transformation initiative involving the nine Government Departments, including the Department for Energy Security and Net Zero and the Department for Science, Innovation and Technology.

It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance and Procurement, commonly known as Shared Services. Our aim is to shape the smartest and most seamless person-centred Shared Services for Government.

Implementing this work within the Digital directorate of Integrated Corporate Services is our Shared Services Team, a fantastic team passionate about improving the shared services experience for the Departments supported by Integrated Corporate Services and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy. 

We will deliver the Government's three overarching objectives for shared services:

1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled. 

2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.

3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

Person specification

We are recruiting for two roles each aligned to HR or Finance systems and processes. 

Discovery

– support the Functional Lead in responding to commissions on behalf of DSIT & DSENZ, by gathering evidence on existing finance and HR processes, and any associated policies and data related to those processes, working proactively and using a structured, analytical approach.


Stakeholder engagement and management

– responsible for building and maintaining strong working relationships with Functional Leads, Process Owners, and the SME community across the department to drive forward the required changes and ensure that the needs of stakeholders are articulated in the functional design.


Change management

– working closely with the DESNZ & DSIT change team to assess and articulate the change impacts that are identified through the functional design. You will support on identifying potential benefits and consequences of the changes and ensure these are fed into relevant change plans and change impact assessments.

Skills and experience:

Essential Criteria:

You will have a consistent record as a Business Analyst.  

You will have: 

- Experience as a Business Analyst where you have applied structured approaches to identify, investigate and communicate complex problems and opportunities to a wide range of stakeholders.  

- Used business modelling (process and data) to document and successfully communicate complex real-world business scenarios. 

- Identified and implemented business process improvement opportunities to enable activities to be carried out more efficiently, enhancing business outcomes. 

- Experience of requirements definition and management including documenting functional and non-functional requirements. You can set the approach to requirements management, including prioritisation and re-use. 

- Experience of Agile working and Lean practices in a fast paced and evolving environment to enable rapid delivery. 

- Built and developed stakeholder relationships at all levels of an organisation with experience of championing and negotiating the best outcomes for users and the business.    

- Used your business analysis and evaluation skills to direct the design execution and assessment of business process testing. 

Desirable Criteria: 

- Ideally, you will also have an understanding of enterprise and business architecture and how it connects with business analysis. 


You will have an in-depth understanding of HR and Finance systems and how business analysis will support a changes to those systems.
