Within Digital Assisted Services we are responsible for cross-cutting services that will transform how citizens engage with the department and how colleagues support them.   

We are looking for an enthusiastic Lead Agile Programme Manager to strengthen delivery across multiple teams.  

They will provide delivery support and expertise as we focus on creating services focused on improving citizen experience.  This will involve working within a service but also looking out to ensure consistency across the wider portfolio, within a scaled Agile environment. 

Job description

Key responsibilities of this role are: 

  • Support Digital Assisted Services portfolio objectives through portfolio and programme management. 
  • Work with the Senior Leadership Team and individual digital teams to ensure effective delivery plans are in place, up to date and accessible across the service / programme. 
  • Lead the Senior Agile Programme Managers with ongoing delivery planning activities ensuring a consolidated plan is complete and meaningful. 
  • Lead on the co-creation of Statements of Work for supplier teams with Delivery Managers and Supplier Management. 
  • Lead on the co-creation of requirements for new commercial vehicles that may be required with Delivery and Supplier Management. 
  • Lead the team to work with Supplier and Business Management to ensuring service; headcount, budget and commercial vehicles are in place. 
  • Lead other APMs to ensure there is consistency in planning, budgets and headcount across the portfolio. 
  • Coach and support teams in the use of JIRA and Confluence in ways which assure both value delivery and appropriate reporting.  
  • Provide insight into teams’ performance against forecast – particularly service contract / supplier teams. 
  • Lead the team working with the business to support the onboarding of new supplier teams (tooling, ensuring access requests are processed via the central team, assuring induction processes are completed including mandatory training). 
  • Working with supplier teams, cross referencing Statements of Work and delivery plans within JIRA and managing supplier performance on a day to day basis. Working with Supplier Management on performance management as required. 
  • Support Delivery Managers to remove blockers, actively support retrospective action and create the right environment for the multidisciplinary team to succeed.

  • Experience of agile and lean practices to help high performing teams to continuously improve, share information and set standards for other teams, including tooling such as Atlassian suite and Mural.  
  • Experience of; digital funding models, drafting contracts / statements of work, cost models, resourcing, and budget management in line with best practice. 
  • Building Strategic relationships with a broad range of teams and individuals including, but not limited to; business management, supplier management, technical teams, product managers, senior stakeholders and third party sub-contractors and suppliers. Communicating with others in a clear, honest and enthusiastic way in order to build trust. 
  • Work with multiple suppliers to support and manage complex commercial relationships.  
  • Able to lead a continual planning process (coping with often rapid reprioritisation) in a complex environment. Able to identify and manage risks and dependencies in plans across services and coordinate delivery.  Onward reporting at Sprint level to support Programme level reporting. 
  • Support the professional development of Senior Agile Programme Managers, engaging and networking across the wider profession.

Hybrid Working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.  This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

Salary Information

Pay for this role is from £69,869 (Band Min) to £77,740 (Band Max).

Our offer to successful candidates will be based on an assessment of your skills and experience as demonstrated at interview.

Existing Civil Servants who secure a new role on lateral transfer should maintain their current salary.

Existing Civil Servants who gain promotion may move to the bottom of the next grade pay scale or 10% increase in salary whichever would be the greater.

Stage 2: Interview
