Overview of the job

This is a management job in an establishment.

Summary

The job holder will be responsible for a range of activities within the Land Based Activities - Farm function; staffing numbers will vary depending on the size of the establishment and the nature of work undertaken. The job holder will be implementing national policies to suit local needs within the function and will contribute to revisions of local policies and procedures.

This is a non-operational job with line management responsibilities.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

• Responsible for machinery, tools and equipment in the function, ensuring they are maintained in accordance with the manufacturers’ service schedules, and that they conform to Statutory Safety Inspections and Provision and Use of Work Equipment Regulations.
• Responsible for the welfare of animals; has the authority to call out the vet on animal welfare grounds and to have any animal put down.
• Responsible for ensuring compliance with animal welfare regulations and all statutory requirements.
• Act as first point of contact with any outside agencies on animal welfare issues Responsible for livestock movement book, ensuring it is fully updated for the Department for Environment, Food and Rural Affairs (DEFRA) unannounced inspections.
• Responsible for the efficient and economical use of transport within work area.
• Responsible for preparation of quotations for external companies for potential products to be sold.
• Responsible for reviewing land based policy annually.
• Responsible for supervising the movement of prisoners to and from work.
• Ensure crops produced are fit for purpose liaising with wholesalers to get the best price for the crop.
• Responsible for monitoring performance of suppliers against Service Level Agreement (SLA) to ensure that contracts are running to time, cost, quality and contractual requirements for Industry providers operating within the establishment.
• Responsible for delivering the strategy to meet National Vocational Qualifications (NVQ) requirements; ensure managed activities offer appropriate employment and skills development to prisoners and accreditation and NVQs or equivalent where appropriate. Link into other learning and development opportunities within the establishment.
• Responsible for managing the income generation targets and standards within the work area, verifying and signing off documentation as appropriate.
• Responsible for ensuring all materials are ordered, received, logged, stored and utilised  and disposed of appropriately within the areas of activity managed.
• Responsible for advising Senior Management Team (SMT) on land based related areas.
• Responsible for ensuring prisoners are appropriately supervised, inducted, trained and deployed and paid within the industries and that discipline, safer custody and Health and Safety practices are maintained at all times.
• Responsible for livestock movement book ensuring it is fully updated for the Department for Environment, Food and Rural Affairs (DEFRA) unannounced inspections.

Undertake other management tasks including:

• Contribute to the preparation of Her Majesty’s Inspectorate of Prisons (HMIP)
visits.
• Responsible for the management of staff within their area. This includes staff performance, development and annual appraisal through to sickness absence management.
• Responsible for the achievement of qualitative and quantitative standards including verifying and signing off documentation as appropriate.
• Contribute to the delivery of financial planning required to underpin the business plan and proposals for the allocation of establishment budgets to meet the business vision, strategy and targets.
• Contribute to the implementation of the delivery of the strategy and business plan for their function.
• Manage the compilation and achievement of any performance improvement programmes, reporting on progress regularly as appropriate.
• Ensure that the function produces and analyses audit and establishment performance management information, identifying variances and identifying areas requiring improvements.
• Ensure adequate performance management/audit controls are in place and that the function produces and analyses relevant performance data and takes corrective action where needed.
• Contribute to the establishment’s overall achievement of Service Delivery Indicators and standards.
• Contribute to the development and delivery of the medium-to-long term strategic and business plan for the establishment.
• Attend relevant boards/meetings and actively contribute either as chair or team member.
• Ensure the work areas and associated activities comply with Health and Safety legislation.
• Responsible for ensuring litigation claims relevant to work area have been dealt with in accordance with policy.
• Provide information/data for requests for information within agreed timescales.
• Contribute to the preparation of the establishment contingency and emergency plans and ensure implementation when required.
• Identify and resource pest control issues.
• Responsible for incident management documentation and logging onto the Incident Reporting System.
• Update computer systems when required and prioritise activities in-line with local procedures, ensuring workload/regime is delivered escalating issues to the Site Manager when required.
• Ensure allocated Planned Maintenance and small repairs are carried out, undertaking service requests raised on the computer aided facilities management system.
• Act as a technical advisor when required, advising on regulations.
• Maintain regular communications via radio net in accordance with Local Security Strategy (LSS).
• Responsible for tools and plant machinery, carrying out checks at regular intervals and completing relevant documentation in accordance with Local Security Strategy (LSS) and National Security Framework (NSF).
• Comply with Health and Safety policies, procedures and legislation to ensure statutory and mandatory compliance.
• Drive estates vehicles and operate plant equipment.
• Operate within command mode in line with local contingency plans.
• Undertake incidental and emergency or urgent tasks and assignments as per Service Delivery Agreement timescales in a safe manner.
• Contribute to prisoner reports including parole and sentence planning.
