Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Commando Royal Marines. It is an operational support and maintenance base, within the Navy Command Top Level Budget holder and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.                  

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.  

HMNB Clyde is the single operational home of the Submarine Service and will become the United Kingdom’s Submarine Centre of Excellence. This single integrated operating base is to ensure that the Royal Navy can deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis. This transition will provide excellent opportunities for commencing and developing exciting and challenging careers within the Civil Service across a broad range of functions and numerous skillsets in direct support of output delivery.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Job description

The KHM Base Services team are responsible for the coordination of vital logistical support to both base ported and visiting vessels.

Responsibilities include but are not limited to:

  1. Liaising with vessel staff, external authorities and internal Base departments in order to co-ordinate the provision of services to vessels.
  2. Compile and release logistical request replies (LOGREQ), other formatted signals and Customer Services Requests (CSR) on behalf of KHM and as directed by the Base Services Coordination Officer (BSCO) in the execution of their duties.
  3. Provide visiting vessels with a visiting vessels guide and a welcome brief; incorporating essential information relative to their visit and local tourist information.
  4. The On-call Ship's Manager is to be at one hour's notice to return to work out of normal working hours to action LOGREQ's, arrange marine services and liaise with other Base departments/shipping agents for vessels arriving at short notice.
  5. To brief Base Services Coordination Officer (BSCO) on all matters affecting the smooth running of the Base Services Coordination Centre (BSCC).
  6. To compile and distribute the Daily Berth Status in a timely manner.
  7. To attend the Berthing and Base Integrated Planning Group on a rotational basis with the other Ships Manager/BSCO.
  8. To co-ordinate marine services and support for Joint Warrior exercises as directed by BSCO.
  9. Respond, on behalf of NBC Clyde, to all LOGREQ's sent to NBC Clyde.
  10. Ensure visiting vessels are briefed on General Nuclear Safety procedures within the Naval Base.
  11. Regularly liaise with any visiting vessels.
  12. Maintain, as a minimum, a 6-month auditable trail of all requests for marine/support/logistical services by the berthing plan.
  13. Provide vessels with a Customer Satisfaction Survey (CSS).
  14. Process out of working hours fuelling requests by establishing the operational requirement before submitting to the BSCO for approval.
  15. Ensure, so far as is reasonably practicable, that BSCC activities are conducted in accordance with the Health and Safety at Work Act 1974.
  16. To maintain and replenish the oil spill kits on the waterfront at HMNB Clyde.

Person specification

The successful candidate will be required to set clear goals to meet individual vessel needs, be adaptable to changing priorities and display exemplary interpersonal skills within their working relationships with both internal and external partner agencies. Very good written and verbal communication skills are therefore central to this role and the successful candidate should enjoy collaborative working and stakeholder management. This role will complement the successful candidate's ability to thrive within a fast paced and varied work environment with confidence operating autonomously when required.

A Full UK driving licence is also highly desirable to visit departments across the HMNB Clyde sites.
