The Domestic Climate Change Division is responsible for facilitating a fair and just transition to a low carbon, climate literate, climate ready Scotland. The Just Transition Unit’s Policy Teams work with stakeholders across government to ensure that we make the most of opportunities (and anticipate and address risks) offered by the net zero transition.  Our role is to seek ways of combining climate action with social, economic and environmental objectives. The central part of this work involves the delivery of co-designed, action-focused sectoral just transition plans in the coming year and then overseeing the delivery of those. 

 

You will be part of a team developing a Just Transition Plan for the Built Environment and Construction.  This will involve working with sector teams across government on policy development, co-design, and the delivery of a Plan that supports our just transition outcomes around Equity, Community & Place, Jobs, Skills and Economic Opportunities, as well as Environment, Biodiversity and Adaptation. 

 

The role also provides the opportunity to engage with a wider range of external stakeholders, in particular the Just Transition Commission, to understand and support those who will be most impacted by the transition to net zero, including workers, communities and business.

 

The Just Transition Unit currently has around 12 staff who provide advice within government on the policies required to ensure Scotland’s transition to net zero is fair and just.

Job description

• Contributing to the development of sectoral Just Transition Plans by collating and presenting evidence to support the development of policies;
• Establishing expertise in relevant just transition outcome areas (Equity, Community & Place or Jobs and Skills);
• Developing good relationships with relevant policy teams;
• Undertaking research on key issues and approaches relating to outcomes across sectors, including through engaging internally and externally with colleagues, to develop comprehensive policy proposals;
• Supporting the team with the successful management of relevant contracts and grants;
• Supporting wider work of the team, for example drafting briefing, PQ’s, ministerial correspondence, as required.

Person specification

1. Proven ability to analyse and use evidence from a range of sources (including academic research) to develop and implement policy.
2. Proven planning and organisational skills, including the ability to manage competing priorities to meet deadlines, in a fast-paced environment, whilst delivering to consistently high standards.
3. An ability to work collaboratively sharing information, communicating and engaging with a broad range of internal and external stakeholders who may have different views.
4. Excellent written and verbal communication skills including the ability to present information in a clear and concise manner.
