Job Title:      Judicial Modelling Team Leader

Pay Band:     Grade 7

Post Type: Permanent (minimum 30 hours per week worked over 4 days)

Location:  National at any HMCTS site, with regular travel to London.

About Us

HM Courts & Tribunals Service (HMCTS) is responsible for the administration of criminal, civil and family courts and tribunals in England and Wales. Our roles support our service users and colleagues, where people and businesses access potentially life-changing justice.  We’re looking for individuals who are committed to public service and want to make a difference in people’s lives in delivering justice. If you’re interested in developing a career with a real purpose, please apply.

In 2021 HMCTS published its Data Strategy setting out its ambitions to become a truly data-driven organisation. The Data, Analysis and Insight (DAI) team plays a key role in making HMCTS a data driven organisation. We are a team of 75 data engineers, analysts and data access specialists who provide HMCTS and the Judiciary with timely, accurate and accessible operational management information and analysis that underpins strategic and operational decisions and Reform activities.  To support this, we are currently migrating the data from numerous HMCTS case management systems into a new Azure cloud-based platform, referred to as the Strategic Data Platform. This new platform has already transformed the way we work together, how we work with data and enabled us to add more value than ever to the organisation and the public.

The Role

We are looking for someone to lead and drive forward our Judicial Modelling team. This teams leads on analysis and modelling to support judicial strategy and recruitment of judges and magistrates. This team uses a combination of both short-term and longer-term models across all jurisdictions and involves working with the Judiciary, Judicial Policy, and Judicial Workforce strategy.

It also provides short term capacity estimates to inform business planning (both annually but also for Spending Reviews) as well as other more bespoke pieces of analysis around judicial capacity. Having the right judicial capacity is essential to providing swift access to justice and you will be working with colleagues to better understand demand, and in particular, the supply of judges to meet that demand, including that arising from a wide range of cross-Government policy changes as well as other divers of demand into the Courts and Tribunal system.

The team also has a secondary role to explore and improve our understanding of the volume and nature of work in the Crown court. This involves feature engineering and exploratory data analysis of our structured data to better understand how close to completion cases are and to predict court resource requirements.

This is a key leadership post in the Modelling and Forecasting team which provides a centre of expertise in these growing and high-profile areas across HMCTS. As part of our wider role, there will also be opportunities to promote modelling governance and Quality Assurance across HMCTS, as well as developing new and innovative approaches to modelling.

This post requires strong leadership, excellent analytical skills, and confident communication of analytical findings. We are looking for individuals who are inquisitive and keen to explore our data and to adopt new technology and automation to make our work more efficient and flexible. This is a major priority for the Modelling and Forecasting team.

The successful candidate must already be or are eligible to be a member of the Government Analytical Group: Government Statistical Service (GSS), Government Economical Service (GES), Government Social Research (GSR) or Government Operational Research Service (GORS) professions.  Candidates’ technical and analytical skills will be assessed on the above criteria and these professions’ analytical requirements.
