Job summary

Extradition is the formal procedure for requesting the surrender of a person from one country to another for the purpose of prosecution, to be sentenced for an offence for which the person has already been convicted or to carry out a sentence which has already been imposed.

The National Extradition Unit comprises a team of officers with operational responsibility for the coordination and management of extradition related cases. The unit is made up of two hubs, one based in London and one in Warrington.

The unit:

  • Provides 24/7 tactical advice & support in all reactive extradition related encounters; 
  • Receives, triages and risk assesses all incoming requests from overseas territories where the requested person is believed to have a footprint in the UK;
  • Undertakes enquiries to locate and arrest fugitives sought for extradition utilising all available tactical methods where requests are graded as medium risk, high risk or complex that are believed to be within E&W (low risk enquiries are tasked to local police forces);
  • Monitors the outcomes of court hearings, manages bail compliance and coordinates enforcement activity in relation to breaches;
  • Processes & coordinates all removals from E&W where a surrender has been ordered 
  • Provides guidance and tactical advice to law enforcement on searching for fugitives overseas
  • Undertakes all collections where arrests of fugitives wanted by E&W are located abroad 
  • Participates in cross agency working groups & write national policy & guidance 

Job description

You will be part of the Intelligence & Operational Support Team which has two primary responsibilities:

  • To provide intelligence support and specialist covert capabilities to extradition fugitive enquiries.
  • Case review, allocation and management to both extradition ops teams and police forces across England and Wales. 

You will work alongside a team of police and police staff intelligence officers and led by a police supervisor.  It is expected you will be a source of expert advice across a broad range of specialist covert policing tactics.

You should have practical experience of both surveillance, the use of communications data and the management of applications under the Regulation of Investigatory Powers Act 2000 and the Investigatory Powers Act 2006.

The role requires the supervision of the receipt of intelligence from both UK and international partners ensuring appropriate dissemination, oversight and management in line with the principles of the National Intelligence Model.

Your role will also require extensive liaison and networking across all police forces within England and Wales to drive activity around extradition cases allocated to them.

This role will involve shift work and unsociable hours at short notice including an on-call rota; therefore a high degree of flexibility is required.  There is a frequent requirement to travel both nationally and internationally, often at short notice.

The work of the unit can be high profile and crime types are extremely varied.

Work Involves:

  • Review and allocation of extradition cases.
  • Deploying operationally under covert authorities.
  • Management of intelligence product gained from covert methodologies.
  • Providing expert advice and guidance to operational fugitive teams around the available covert tactics to support their investigations.
  • Provide sound advice and guidance in respect of intelligence development.
  • Liaison with partner agencies including police forces, Crown Prosecution Service, Westminster Magistrates Court, Home Office and Her Majesty’s Prison and Probation Service.

This role is a closed competition and to apply you need to be a serving police officer at the rank of Constable on a lateral basis.

Essential Criteria:

  • Sound knowledge of the management of intelligence products in line with the National Intelligence Model.
  • Experience of applying for and working under covert authorities.
  • Extensive knowledge of communications data.
  • Operational surveillance experience – both static and technical.
  • Experience of making sound risk assessments in line with the National Decision Making Model.
  • Experience of intelligence work surrounding complex fugitive enquiries.
  • Police response level driver.
  • Experience of working with both internal and external partners.
  • Hold a valid, up to date passport.

Desirable Criteria:

  • Qualified Field Intelligence Officer.
  • Working knowledge of the extradition act and associated guidance.
  • Experience working alongside international partners.
