Job description

We are looking for a customer-focused person to join our small and friendly Telecoms team in the Service Management discipline within ICS Digital. We provide IT services to over 12,000 in ICS, Department for Energy Security and Net Zero, Department for Science, Innovation and Technology, and Department for Business and Trade.

The successful candidate will deliver services to our users, resolve incidents and roaming enquiries, and assisting with new mobile provisioning service requests. We’re looking for someone who is IT-minded, has analytical skills, and is customer-focused.

There will be sharing of responsibilities to provide business as usual cover for colleagues’ absences, such as participating in the Joiners, Movers and Leavers accounts process, and submitting requests to the supplier.

The team engages frequently with Ministers and other government departments, so the successful candidate should have very good stakeholder management skills. There will be an opportunity to shape the new requirements for our phone contract ending in 2024.

We offer a range of L&D opportunities and will support you in becoming fully qualified ITIL v4 practitioner.

Asset and configuration management

Management of mobile phones, and monitoring of costs. Analysis usage patterns and identifying instances of inappropriate use. Management of service to recover inactive devices and numbers, and emergency mobile service for ministers.

Continual Service Improvement

Initiating and proposing actions to improve the service and the customer experience, and working with the mobile telephony supplier in optimising data for efficient invoicing.

Incident Management

Managing fault tickets through an IT portal, engaging with the customer to understand issues and liaising with the mobile supplier’s engagement team.

Stakeholder Relationship Management

Working with other government departments and senior stakeholders as well as external suppliers, and supporting mobile phone migrations.

Person specification

Skills and experience

Essential Criteria

  • Excellent attention to detail when using data sets, like such as our central record of mobile phones or invoices that need to be analysed and cross-charging applied.
  • A calm and thorough manner when diagnosing the cause of mobile phone incidents and when dealing with issues require quick resolution.
  • Stakeholder management skills, for example, when interacting with Ministers and other senior officials.

Desirable Criteria

  • Verbal and written communication skills, including representing the Department in meetings with external suppliers, other government departments, and user communities.
  • A good understanding or very strong interest in mobile phone operating system settings, the role of SIMs/eSIMs and ideally, an understanding of mobile phone tariff configuration options, as these aspects will form a large part of issue resolution.
  • ITIL v4 certified to a minimum of foundation and be prepared to become fully practitioner-qualified.

It is unusual that all candidates will meet all the desirable criteria. If your skills and experience look slightly different from what we have identified and you think you can bring value to the IT Manager role and the team, we strongly encourage you to apply. We'd love to hear from you!

Benefits

Alongside your salary of £34,410, Department for Energy Security & Net Zero contributes £9,290 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.
