For 2023, our priorities are:

  • Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world.
  • Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs – including by delivering world-class physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent.
  • Put our public services – including the NHS and schools – at the forefront of innovation, championing new ways of working and the development of in-house STEM capability to improve outcomes for people.
  • Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world.
  • Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our pro-innovation approach to regulating AI.
  • Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Job description

This is an exciting opportunity to join the fast-paced and internationally renowned Centre for Data Ethics and Innovation (CDEI) in the Department for Science, Innovation and Technology as an International Policy Advisor.

The CDEI leads the government’s work to enable trustworthy innovation using data and AI. We help organisations across the public and private sectors to innovate through programmes and projects that: develop tools to give organisations confidence that AI and data-driven tech work the way they expect; develop governance frameworks, guidance, and standards that enable organisations to use AI and data in a way that builds public trust; and demonstrate positive uses of data and AI to tackle global problems.

The International Policy Advisor role sits within the CDEI External Affairs and Insight Team and reports to the Head of International. It is a unique cross-organisational role focused on producing high-quality international AI and data policy advice for CDEI leadership and Programme teams, as well as connecting the CDEI’s experts with international partners, experts, and institutions across the globe. This is a stretching role offering an opportunity to support delivery of key Ministerial priorities on the AI agenda including promoting ethics and trustworthiness in a fast-moving international policy area. 

Person specification

As the International Policy Advisor in CDEI's International team you will have the opportunity to drive the delivery of CDEI's international priorities by actively pursuing bilateral and multilateral initiatives. The successful candidate will gain real exposure to collaborating and influencing internationally. Some of your responsibilities will include:

  • Supporting the delivery of CDEI’s international strategy, balancing the proactive policy engagements with reactive activities arising from changing internal CDEI and wider cross-Whitehall needs and agendas on a high-profile policy area.
  • Driving CDEI’s international engagement by identifying opportunities, building strong relationships internally and with relevant teams across DSIT to do so, and developing and negotiate deliverables in major multilateral fora including the OECD and the UN.
  • Promoting CDEI’s work internationally by maintaining strong bilateral and multilateral relationships with key stakeholders including the US, Singapore and the OECD, and internally by ensuring CDEI is represented in cross-Government and DSIT briefs and strategy.
  • Delivering impactful meetings and events internationally for CDEI seniors and teams by leading on briefs, developing agendas and readouts, and working closely with CDEI’s Engagements and Events Manager and the Director and Deputy Director’s Diary Manager.
  • Leading international team’s horizon scanning function by producing the CDEI-wide weekly forward look, tracking engagement to ensure we are maximising opportunities, and representing International team at relevant cross-Departmental meetings to build CDEI’s profile.
  • Serving as a subject matter expert in CDEI on international trends in AI and data governance through monitoring, briefing CDEI teams and senior leadership on relevant developments, and providing CDEI teams with subject-specific analysis.

Skills and experience criteria

  • Interest in the governance of AI and data-driven technologies and its relationship to international policymaking, including geopolitics of AI, multilateral AI principles, and international regulation.
  • Experience in an international policy/engagement role; ideally in a governmental setting.
  • Ability to represent your organisation’s interests and build good working relationships with diverse internal and external stakeholders.
  • Strong organisational and project management skills with the ability to work efficiently to tight deadlines.
  • Effective written and verbal communication skills. Able to analyse international trends and clearly brief senior stakeholders, write impactfully for internal and external audiences, and explain complex issues in readily understandable terms.

● Ability to work in a team and across the wider CDEI programmes. Ensuring joined-up team working to proactively share information, resources and support.
