Job summary

The Health Equity and Clinical Governance Directorate are looking for an Information Systems Manager to join the team. As an Information Systems Manager, you will be responsible for managing and developing key information systems in the Directorate, including database management. You will collaborate with colleagues to introduce a quality management system for data collection and audit purposes.

In this role, you will have the opportunity to contribute to the further development of the information systems and support system users. You will also have the chance to work with a dynamic team of professionals who are passionate about promoting health equity and clinical governance.

UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow.  As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London), Some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

Job description

  • Manage all Director’s office database including relevant programming for the maintenance, processing, and preparation of data for analysis.
  • Develop any reports, applications and dashboards including regular checks for data quality and cleaning data fields, identifying duplicates, updating user access settings, and matching.
  • Prepare and provide data for any reports required which could be shared with external stakeholders, the Directorate or wider UKHSA.
  • Contribute to the development of the web-based system to streamline processes and make data collection more efficient.
  • Contribute to updating the Directorate SharePoint to ensure it is operating in line with governance and data regulations.
  • Support the divisions in communicating, about issues concerning data access, data cleaning and matching.
  • Lead the extraction of information from the information systems to support the preparation of reports as requested by the Senior Business Operations Manager.
  • Lead on the management and development of data storage and retention to enable data cleaning, and reporting.
  • Any other duties commensurate with the grade as specified by the line manager or section or department head.
  • Lead on the development and implementation of new advanced information systems, in line with the departmental business plan and Directorate priorities.

Person specification

It is important through your application and Statement of Suitability of 750 words that you give evidence and examples of proven experience of each of the outlined criteria (for full details of all essential criteria please refer to the attached job description):

Essential

  • Relevant work experience in data management, analysis, and reporting
  • Experience in complex relational database design and the development of accompanying user guides.
  • Demonstrated experience of co-ordinating projects in complex and challenging environments
  • Experience of managing and reporting risks
  • Ability to take responsibility for the management, security, and development of the key information systems, including database management of national surveillance of tuberculosis and other mycobacterial infections of public health importance.
  • Understand how to work with colleagues in other departments to develop a quality management system
  • Using computers and database software packages (particularly Microsoft ACCESS and Excel)

 

Desirable

  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
  • Higher degree in related discipline (e.g. information systems) or substantial experience at senior level
  • Comprehensive knowledge of project principles, techniques, and tools, such as Prince 2 Foundation and Microsoft Project
  • Statistical analysis and programming; using statistical/graphics software packages

STAGE 1 - APPLICATION & SIFT:

STAGE 2 – INTERVIEW 

This competition will involve an interview by video. 

As part of the process, candidates will be invited to interview which will involve an in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification. 

Your Statement of Suitability should outline your skills, experience, and achievements, providing evidence of your suitability for the role, with reference to the essential criteria (outlined in the person specification section).

You will also be asked to provide information within the ‘Employer/ Activity history’ section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history.

As part of the interview all candidates will be expected to complete a task or a presentation, details are to be confirmed.
