You will be responsible for leading on the review of information sharing agreements relating to the sharing of non-personal departmental information, and for developing robust information sharing processes. Job description

 As an Information Sharing Manager, you will:

  • be the primary point of contact for sharing queries.
  • lead on the provision of information sharing advice and review of information sharing documentation for non-personal data, including providing effective support to stakeholders and undertaking assessments of requests for sharing of data.
  • support the drafting and development of information sharing agreements and Memorandums of Understanding between the department and external partners 
  • lead on establishing strong principles in the department’s approach to information sharing, working closely with data protection colleagues to align approaches for the sharing of personal and non-personal data and to develop and maintain clear and consistent information sharing processes and policies within the department.
  • support the department in improving how it shares information and data across government and with external bodies.
  • ensure that legal, policy and ethical constraints are considered and reflected in sharing agreements and processes.
  • build and maintain relationships with stakeholders across the department, particularly data protection, security and data colleagues.
  • manage use of DLUHC’s Egress workspace for information sharing, including assessing suitability of requests to use this system and working with colleagues in IT to support the administration of the system.

As an Information Sharing Manager, you'll have:

Essential skills:

  • understanding of how to manage and organise information effectively and to apply good KIM principles in their own work.
  • understanding of the different business requirements for protecting information and applies the appropriate standards and policies for handling, storing, disseminating, and preserving it. 
  • awareness of information risk management and its application to government information.
  • understanding of the need to manage information throughout its lifecycle and applies agreed retention and disposal policies.
  • strong self-motivation, being able to work on their own initiative with minimal supervision.
  • strong organisational skills, able to manage a complex workload with competing demands and prioritise effectively whilst maintaining close attention to detail.
  • strong communication skills, able to deliver messages effectively to different audiences and to negotiate and influence discussion to ensure the KIM voice is heard.
  • strong teamworking skills, able to work effectively across the team and to build relationships with key stakeholders from across the Department and external stakeholders.

Essential experience:

  • experience of working in a knowledge and information management role or holds a relevant knowledge and information management qualification.
  • good working knowledge of data protection and information security requirements.
  • knowledge or experience of digital working practices, being comfortable working in a changing digital environment and adapting swiftly to change.

Internal Fraud Database

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
