Job description

The Operational Capabilities Command (OCC) is a directorate within IE’s Enforcement, Compliance & Crime (ECC). Our mission is to ensure that operational colleagues have the skills, capabilities, tools and infrastructure which are modern, environmentally sustainable, fit for purpose and allows staff to maximise their operational effectiveness.

Our aim is to work across people and strategic workforce planning, change, digital, performance, engagement, risk, law enforcement engagement and our vulnerability and fair treatment teams collaboratively as one team. We will act as agents of change, to provide the innovation, service and thought leadership that is needed so that Enforcement, Compliance & Crime (ECC) runs well as a command now and transforms further to meet the demands and opportunities of the future.

We are seeking two project managers to join our dynamic and delivery focused Innovative Solutions Team which sits within the Operational Capabilities Command (OCC) of Immigration Enforcement’s, Enforcement, Compliance and Crime (ECC). At a high level the programme is looking to modernise and improve the delivery of Frontline Immigration Enforcement and is doing so through several projects.  

As a Project Manager you will help drive the delivery of innovative solutions to our colleagues within ECC. Through your work you will be directly contributing towards IE achieving its objectives in line with the Enforcement 2025 business Strategy as well as the Prime Minister’s 10-point plan on tackling illegal migration. This is a real and exciting opportunity to shape and deliver the vision, of the, ‘IE officer, of the future’ and to ensure the organisation remains effective and efficient in tackling abuse of the United Kingdom’s Immigration system.

You will work with and alongside a wide range of internal and external stakeholders often stretching across other Government business areas and departments ensure all aspects of the projects are defined.

Person specification

This work is critical, and fast paced, we therefore need people who are flexible, committed, dedicated and positive in leading and managing a team.

  • You should have project delivery work experience.
  • You should have some experience of managing projects.
  • You may have some experience of leading or managing a team.

Responsibilities

  • Creating and leading the project to deliver the agreed outcomes within time, cost, and quality constraints.
  • Managing and leading the project. Set project controls. Designing the project structure. Selecting and applying the appropriate delivery methodologies.
  • Ensuring benefits are identified, understood, measured, tracked, and owned. Ensure appropriate Benefits Realisation Strategy is in place and monitor longer term delivery of benefits against the Business Case.
  • Providing key reports and support effective governance and decision making.
  • Identifying and monitor project risks and issues. Develop mitigating actions and escalate as appropriate.
  • Identifying tasks, activities, interdependencies and outputs for the project and work with the project team to track and monitor progress against the plan throughout the life of the project.
  • Supporting, establishing and managing the governance framework and project and programme management tools for the wider IST programme.

Essential Criteria

Candidates must demonstrate:

  • Experience of applying project management methodologies.
  • Self-motivation and organisational skills, with an ability to prioritise and manage workload effectively.
  • Have an eye for detail, with strong problem-solving skills and the ability to grapple with complex issues.
  • Have excellent interpersonal and stakeholder management skills 
  • Exemplary written and oral communication skills.
  • Experience of working at pace, both collaboratively and autonomously. 

Desirable Criteria

We will help you achieve a relevant qualification in post if you do not have one. However, it would be advantageous if you have a recognised accreditation in professional project management and skills such as:

  • PRINCE2 Practitioner.
  • Agile Project Management Practitioner.
  • APM Project Management Qualification.
  • PMI Project Management Professional.
  • Leading and Managing Project Workstreams.
  • Experience of writing business cases.
  • Experience of risk management.
  • Experience of using Microsoft products Word, Excel, Project, Teams etc.
  • Knowledge of the systems, processes, legislation and policy relating to Immigration Enforcement.

Selection process details

The sift will be held on the behaviour Changing & Improving and the statement of suitability (personal statement). 

However, if a large number of applications are received, the sift will be conducted on the statement of suitability (personal statement) only.

The statement of suitability will be scored first for all candidates. Those candidates who achieve the minimum pass score for the statement of suitability, will progress to a further sift where the behaviour will be scored. These candidates will therefore receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the statement of suitability will not have their behaviour scored and will therefore only receive a sift score for the statement of suitability.

Annual Hours Working Allowance

We operate 24 hours a day, 365 days of the year. This role currently attracts Annualised Hours Allowance between 20% and 25% of salary, depending on location. This is to compensate for working shift patterns including night shifts, early morning starts, late night finishes, weekends, and public holidays.  Shifts can vary in length and can be up to 12 hours. Shifts can be changed or extended according to business need. The rate payable is dependent on location and role and is indicative of the shift pattern you will be required to work.

The higher the AHA, the more flexible you will be required to be. Please note that the allowance is subject to regular review and can go down as well as up.

Age: These are shift working roles and so you must be at least 18 years or over to apply for this role. You will be required to work between 22.00 and 06.00, so this is a legal requirement. Appearance

As part of this role you will be required to wear a uniform (which will be provided). Staff must ensure that their uniform is worn correctly, in line with these uniform standards, is kept clean and is well presented. To support this requirement, adequate uniform supplies will be available and issued. Uniformed staff represent their organisation at all times and should ensure that their dress and personal appearance reflects this responsibility.

Public and Personal Safety Training

These roles can be physically demanding and if successful you will be required to complete and pass specialist training including Personal Safety Training (PPST) which develops skills in personal safety, arrest, and restraint techniques. This demands physical activity and physical contact with delegates on the course. You will be required to complete a PPST health declaration and, if necessary, attend a medical examination. A formal offer will be conditional upon you being physically fit to undertake and pass the training.

You must be prepared to undertake regular refreshers of this.

Flexible working

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024.
