Job summary

This role provides an exciting opportunity to make a real difference to the lives of LGBTQ+ people in Wales. Leading a small team within Equalities Branch, the post holder will work towards creating a fairer Wales by supporting the implementation of the Welsh Government’s LGBTQ+ Action Plan and delivering and monitoring a number of Programme for Government commitments. The work area is busy with a high level of ministerial attention and stakeholder interest and engagement.   An aptitude for building relationships and delivering in partnership with others is essential, as is a proactive approach to building consensus and finding ways forward through areas of difference.

Job description

Policy work

  • Track emerging issues and policy development across the sector, recognising opportunity and risk, and interpreting policy developments in terms of the Welsh Government’s ambition for LGBTQ+ work in Wales.
  • Drive forward policies that achieve positive equality outcomes for LGBTQ+ people, through implementation of the LGBTQ+ Action Plan.
  • Engage and influence across Welsh Government and externally with key partners in relation to LGBTQ+ objectives and Programme for Government commitments ensuring action committed to within the plan is taken forward.
  • Ensure delivery against the plan is monitored and reported on as required in WG systems, and learning is used to inform implementation of the plan going forward.
  • Ensuring high quality briefing and contributions on this high-profile area of work, working with stakeholders across Welsh Government and externally.
  • Ensuring the team maintains high quality, timely responses to government business in relation to LGBTQ+ work.

Delivery

  • Ensure high quality spend against the LGBTQ+ Action Plan, leading the team to target funding where it makes the most difference to advancing WG’s LGBTQ+ ambition.
  • Ensure accurate forecasting of spend and work closely with finance colleagues to ensure robust management of finances and compliance.

Leadership and Corporate

  • Lead LGBTQ+ Team within the Equality and Human Rights Group, to deliver high quality LGBTQ+ policy work and delivery.
  • Lead a team of 5, within the Equality and Human Rights group, ensuring high quality line management, clear direction, and sustaining strong and productive relationships with colleagues across E&HR and wider Welsh Government, including but not limited to Health, Education and Communications.
  • Ensure clear team focus and good welfare by ensuring clear strategic direction and maintaining systematic and responsible performance management systems.
  • Ensure the team sustains delivery of high quality, timely responses to core government business.
  • Contribute to leadership of the Equality & Human Rights Division, as a member of the Senior Management Team, supporting broader corporate tasks where needed.

A starting salary between £56,112 and £62,454 will be offered to the successful candidate based on their skills, knowledge, experience and performance at interview. Final offer is at the discretion of Welsh Government. This range is not negotiable.
