Job summary

Deliver high quality property infrastructure, providing a range of sites and premises across Wales to meet the needs of businesses.

Deliver bespoke property and infrastructure solutions to the Public and Private Sector. 

Manage the provision of Property Management Services to the Economy property portfolio so that Welsh Government’s legal, contractual and policy obligations are met, and its assets used effectively.

Support wider departmental strategy and policy to ensure compliance, alignment and value for money with expert analysis and insights on property development, planning and construction issues.

The post-holder will be responsible for leading (often sensitive) commercial negotiations which may involve the purchase, management, development, construction, auctioning, sale or transfer of infrastructure assets.  The post-holder will provide senior technical, delivery and assurance decision making for a number of complex programmes and projects.

The post holder will represent Wales in discussions at the very highest level with multi-national companies and public bodies in Wales and where necessary with UK Government.

Main Responsibilities

Lead, co-ordinate and undertake the day to day management of the regional north/mid Wales property portfolio, including responsibilities for the setting (in consultation with the Head of Asset Management) of annual budgets and responsibility for management of the achievement of that budget.

Provide regional management of the £8m p.a. “All Wales total facility management contract” (currently provided by Vinci), ensuring that the contractor performs to the required standard during the term of the contract and undertaking regular audits.

Take regional responsibility for ensuring that all Health and Safety and other compliance issues associated with the Welsh Government’s role as Landowner/Landlord are complied with.

Undertake negotiation of regional transactions required in association with the Property Management function including lettings, rent reviews and lease renewals and sales.

Manage and report on expenditure/income, debtors and performance to ensure that financial  targets are achieved.

Contribute to the “Portfolio Renewal” project to replace outdated property with alternative new generation zero carbon buildings    

Line manage the team of 3 staff including undertaking annual performance reviews, coaching and professional development of trainees.

Advise internal clients on private sector led property solutions for companies and projects.

Procure and lead multi-disciplinary professional teams to deliver effective property solutions and providing an effective challenge to advice received.       

Develop and maintain a range of productive relationships with Investors, Developers, Property Owners and Public and Third Sector organisations with the objective of building an understanding of market opportunities to deliver projects that have a benefit to Wales, and which align with Government policy and priorities.

Negotiate Property acquisitions, disposals leases etc. and subsequently instruct and manage external advisers including valuers and lawyers.

The post holders will provide an outstanding problem-solving service to internal and external customers and will provide an agile and rapid response to major inward investment and indigenous companies in developing delivery solutions that enables businesses to invest and grow in Wales.

Prepare and present government business (Ministerial advice, briefings, correspondence, FOI responses) and quality assure items produced by team where required.

Deputise for the Head of Asset Management when required.

Provide governance and peer review of all property transactions across ETC through the Property Leadership Team.

Person specification

Candidates will be required to be members of the Royal Institution of Chartered Surveyors with appropriate relevant experience for the role. RICS fees will be reimbursed by the Employer.

The role will occasionally involve travel across Wales and to other parts of the UK with some overnight stays required.
