HMPPS (His Majesty's Prison and Probation Service), are looking for an ICT Technical Support Officer to join The Creating Future Opportunities (CFO) team - https://www.CreatingFutureOpportunities.gov.uk  

You will be working as an ICT Tech Support Officer within HMPPS CFO based at our main office in Daresbury, Warrington, WA4 4HS, as a key member of this innovative and forward thinking team working to reduce re-offending and helping offenders turn their back on crime to lead positive and productive lives. The nature of the role means it cannot be done remotely or from another base location. The role is based at the CFO head office in Warrington and the role holder will be expected to attend site at least 4 days a week.

Working at Daresbury Park in Warrington offers excellent links to Liverpool, Manchester and Cheshire by car (with free parking on site) with the office situated next to the M56, Junction 11. There are also good rail links to Runcorn from Liverpool and Manchester.

Underpinning the delivery of the CFO is the IT we utilise. The successful applicant will support the Infrastructure and Systems Manager in ensuring our local IT and networks, as well as our cloud based servers and web applications are all performant, secure and are maintained as necessary.

Overview of the job    

HMPPS Co‐Financing Programme is a large‐scale national employability programme working across all Prisons and Probation Service (PS) areas. The joint funding structure of the programme necessitates dual governance arrangements to satisfy requirements of both HMPPS and the European Union (EU). The programme combines activity, funding and governance across all programme delivery areas for HMPPS and as such the post holder requires detailed knowledge of and effective links to the majority of departments across HMPPS, Youth Justice Board and MoJ.

The post holder will support the ICT Infrastructure and Systems Manager to ensure the efficient operation of ICT utilised by HMPPS CFO through fault diagnosis, documentation of systems and processes, the build and configuration of equipment and the development of scripts, applications and tools for use by the business.

The post falls under HQ but is based in the North West at Daresbury Park, Warrington.

The post holder reports to the ICT Infrastructure and Systems Manager, and through them to the CFO Lead Manager (ICT).

The post is non-operational.

There are no line management responsibilities. To work 100% on ESF funded projects.

The role requires SC (Security Check) clearance once in post.

Summary    

The role will require the job holder to provide all levels of support for the day to day ICT requirements of the business, which will vary by nature and cover anything from performing network administration and configuration of equipment to managing business assets and supporting the service desk with diagnosis and fault finding.

The post holder will have the opportunity to be involved in all areas that fall within the ICT function and will learn and improve their understanding and ability to develop tools, scripts and applications.

The post holder will be risk averse and will ensure the importance of handling and protecting data, to a high standard, is reflected in every element of work they are involved in.
 
Responsibilities, Activities and Duties    

The job holder will be required to carry out the following responsibilities, activities and duties:

•    Perform requirements gathering, and support the procurement, configuration, documentation and implementation of HMPPS CFO ICT, such as servers, laptops, software, licensing, phones, routers and broadband.
•    Assist with full documentation of internal systems, architecture, processes and procedures, and lead on HMPPS CFO asset management.
•    Perform network and server administration including remote administration, installation and configuration of server specific instances (such as IIS and SQL Server), domain/active directory administration, antivirus management, domain scripting, TCP/IP network address management and associated documentation.
•    Develop, document and support new and existing, small, in-house bespoke applications, scripts and tools using
.NET, SQL Server, VBScript, JavaScript and any other adopted technologies.
•    Design, build, maintain and document websites – both static (HTML), custom interactive (.NET) and CMS based (WordPress/PHP/MySQL). Monitor, and collate statistics and recommend changes for SEO.
•    Provide a support function for CATS+ (Case Assessment and Tracking System) – an in-house developed, cloud- hosted, software application, using your knowledge of Windows Server, IIS and SQL Server.
•    Hardware and software (both custom built and off the shelf) installation, fault finding, investigation and resolution.
•    Perform monitoring and management of Server and Operating System logs, and database backups including archive, storage and integrity checks.
•    Notify management of any serious ICT issues, or concerns encountered from the day to day running of the CFO Project.
•    Assist with any other ICT duties, perform asset spot checks against the inventory and support office duties such as desk moves, and access control system swipe card management.
•    Understand, support and monitor for compliance with local and national ICT policies.
•    From time to time, you may be required to undertake additional activities which are appropriate to the level of your Group Profile (GP).
