Team Overview

Civil Service HR Casework Service (CS HR Casework Service) (supplied by MoJ) is the preferred supplier of HR Casework for small and medium sized Government Departments. To date, CS HR Casework Service (supplied by MoJ) is responsible for delivering a service to over 40 Government Departments, covering over 38% of the Civil Service’s headcount.
The Service is delivered both remotely and face to face. CS HR Casework Service provide professional advice and guidance on employment law, HR policy and non-transactional processes to managers for cases/queries within the scope of our service offering.
The service also provides a HR Technical Consultancy Service which delivers required outcomes as well as bespoke interventions designed to achieve sustainable high performance and cultural change.

These teams are supported by an Operational and Development and Project and Technical team. Together we are a high performing service which is recognised across government and through our many prestigious awards. 

Job Summary

The HR Training Lead will work within the HRTC Team. The HR Training Lead will have responsibility for the delivery of expert HR consultancy solutions to our internal and external clients. They will be required to proactively build and maintain strong working relationships with key stakeholders and partners within the CS HR Casework Team and across the Civil Service, to contribute to the design and delivery of people and organisational development strategies and the continuous improvement of the HR Technical Consultancy service itself. The management of change in support of the organisation’s strategic and operational plans is central to this role. 

Responsibilities, Activities and Duties

•    Contribute to the operational delivery and roll out of our HR Technical Consultancy service, working in partnership with a diverse group of stakeholders including MatchFit®, HR Case Managers and the wider HR Technical Consultancy team to achieve sustainable high performance and cultural change across our current and prospective client base.
•    Completion of a HR Case Audit and bespoke culture survey, highlighting trends relating to HR/ Casework activity at allocated business areas and identify key interventions that will cultivate sustained high performance and a cultural step change.
•    Build and maintain excellent relationships with clients, colleagues and stakeholders and third-party providers.
•    Lead on the delivery of HR Technical interventions either virtually or in person as required (full training provided). These interventions have been designed to help build management capability and confidence across a range of HR areas. 
•    Support HRTC colleagues with the delivery of the phenomenological interventions that are designed and tailored to each business area that uses the HRTC service (full training provided).
•    Responsible for keeping milestone plans up to date, capturing delegate feedback, producing dashboards, and presenting these back to clients.
•    Adopt a continuous improvement mindset by supporting with the review of existing interventions, as well as the design of new topics using learning and development best practice.
•    Contribute to the completion of the analysis and end of programme reports, making clear recommendations based on the information available to you e.g. statistics, observations, learning outcomes etc. 
•    Attend stakeholder review meetings, providing insight as required. 
•    Support the development and delivery of the CS HR Casework learning and development offering, working closely with stakeholders both internally and cross government.
•    Ad-hoc responsibilities within projects, different work-streams and other CS HR Casework teams.

Essential Knowledge, Experience and Skills

•    Presentation skills with ability to bring topics to life and engage participants
•    The ability to interpret and assimilate information - gathering facts, sifting information, and relaying information in an understandable format.
•    Experience of working with internal and external stakeholders (including sensitive and complex issues) – e.g. clients, senior stakeholders and HR Business Partners.
•    You will have strong face to face and video conference/telephone communication skills, with the ability to utilise active listening and influencing skills to achieve successful outcomes. 
•    The confidence to cultivate group discussion and challenge whilst maintaining the required pace of the session and remaining on topic.
•    Experience of working to deadlines – Critical for delivery of complete programme
•    Collaborating with colleagues and third parties to successfully achieve shared objectives 
•    Demonstrating resilience, adaptability, mental agility, and emotional intelligence
•    Foresight – (predicting likelihood, seeing, and escalating potential risks)
•    Experience of using the Eventbrite and the Microsoft Office 365 suite of products, including MS Teams, Excel, MS Forms, PowerPoint and SharePoint or aptitude to learn.

Desirable Knowledge, Experience and Skills

•    HR and Employment Law knowledge
•    Experience of facilitating workshops or the aptitude and ability to deliver them.

Qualifications

•    Minimum CIPD Level 5 or desire to work towards 

Security Clearance

•    At least CTC level clearance

Other

•    The job holder must be able to travel with some overnight stays required.
•    Meetings may take place throughout the UK.
