A number of exciting new roles have come up in the Synergy Programme, a cross-departmental group formed in response to Government Business Service’s request for individual departments to group together in ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared service to our end users – our people.

The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department of Work and Pensions hosts the Synergy.

Programme. Your work will impact the procurement arrangements for the next 15 years, impacting over 50% of all Civil Servants – that’s 230,000 people across the four departments and arm’s length bodies.

Success of the Programme is crucial as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll, and procurement. It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services such as our laptops and canteen provisions, to the way we receive our pensions when we retire.

Job description

Successful candidates can be expected to be involved in the following:

  • The role will involve the development and review of best-practice HR policies and procedures (including pay impacting policies) to support delivery of the Synergy Programme.
  • Applying knowledge of HR processes and policies to support impact analysis on achieving convergence across 4 large and complex government departments.
  • Working with a range of internal and external stakeholders to build a shared understanding of the policy requirements to support convergence of 4 large and complex government departments.
  • Using evidence and expertise from within and outside Government, to help guide decisions about how policies are developed and delivered.
  • Support the review and drafting of any HR content.
  • Planning and prioritising effectively to deliver high quality results to time.
  • Working inclusively and collaboratively with proven organisational skills, and the ability, resilience, and flexibility to work at pace.
  • Experience working in a programme environment and familiarity with AGILE methodology.
  • Communicating with clarity, integrity, and enthusiasm. Building and maintaining strong effective relationships with stakeholders and colleagues to confidently challenge, influence and negotiate positive outcomes and solutions.

Person specification

Essential:

Lead Criteria: Demonstrable experience of having worked in HR Policy and supported the development of policy interventions to meet departmental requirements.  

  • Influence a wide range of stakeholders and have excellent relationship management skills, including a proven track record of negotiating with senior leaders.
  • Experience of considering the employment law and employee relations implications of any proposed policy and procedural amendments.
  • Understand how departmental trade unions operate in government, experience of consultation and negotiation to reach consensus.
  • Experience using and analysing data to draft evidence-based advice and recommendations.
  • CIPD qualified or a willingness to work towards qualification/accreditation with comparable experience in HR roles.

Desirable (not essential)

  • Experience working in a programme environment and familiarity with AGILE methodology.
  • Understanding of the Cloud ERP market and capability of the potential systems.

Location

Hybrid Working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.  This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
