Job description

The Human Resources (HR) function sits within the People, Communications and Health & Safety Directorate. It supports the Maritime & Coastguard Agency (MCA) to deliver its corporate strategy, business plan, and people objectives. The HR Operations team delivers core HR services to the MCA through four key areas; Resourcing, Pay & Reward, Systems & Data and Employee Relations & Wellbeing.

The HR Data & Finance Manager will manage the delivery of HR Management Information through data visualisation and analysis. Providing high-quality analysis and reporting on a range of HR data. Ensuring that internal and external reports are delivered in a timely manner to stakeholders within MCA and across the Department for Transport (DfT) and wider Government.

As the HR Data & Finance Manager, you will manage the Directorates finance activities, working closely with colleagues across the Directorate and our Finance Business Partner to ensure that that forecasts and payments are appropriately accounted for (i.e., pre-payments, accruals).

In addition, you will be the key contact for visas, working closely with the Authorising Officer to make sure everything for UK Visa & Immigration (UKVI) is update to date and ensuring all involved have a clear understanding of their responsibilities.

You will have the autonomy to explore different ways of working and evolve the role as a HR Data & Finance Manager by liaising with various different stakeholder’s.

Your responsibilities include but are not limited to:

  • Manage the development and maintenance of a People Management Information Suite, utilising Power BI, and other tools, progressing the People MI and Data Strategy. Working with internal and external stakeholders to develop insightful datasets, analysis, and visualisations to enable data-driven decision making and delivery improvements.
  • Manage the co-ordination, financial oversight, and governance of the Directorates budgets. Working with the People, Safety, & Communications Finance Advisor to highlight actual and potential variances from forecasts and working with budget owners to identify causes and remedial actions.
  • Act as the MCA Key Contact as a UK Visa & Immigration (UKVI) Tier 2 Sponsor Licence holder, ensuring compliance with UKVI and Home Office rules and guidance. Working with sponsored employees to ensure responsibilities are understood, and the Sponsorship Management System (SMS) is maintained.Oversee and ensure effective governance processes are in place for the Directorate to comply with current legislation (i.e., Privacy Notices, Data Protection Impact Assessments, Data Cleansing/Governance) and introduce controls where appropriate, working closely with Information Security and Asset Owners. Work in partnership with Information Security Branch and relevant business areas to co-ordinate responses for all Directorate Freedom of Information (FOI) requests, Parliamentary Questions, Subject Access Requests (SAR), and ministerial submissions ensuring that they are dealt with efficiently within the required deadlines.

Person specification

About you:  

To be successful in this role, you will need to have experience of working with and interrogating management information through tools such as Power BI and Excel.

You will be confident when dealing with budget management and an understanding of the concept of accruals and prepayments as well as providing high-quality analysis and reporting on a range of HR data.

You will have experience of leading a data team and have excellent organisational and communication skills with the ability to communicate information accurately to internal and external stakeholders at all grades.

Additional Information

This role will be based in the Southampton HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.  

The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business. Details of the arrangement will be discussed further with your line manager. 

Occasional travel, including overnight stays within the UK may be required, however notice will be given prior to travel.
