Job description

As HR Data Compliance Support Manager, you will provide support for the HR data compliance process and take responsibility for the Risk Register, attending regular meetings with the Risk Owner to ensure measures are achieved, and produce communications to reflect progress.

You will produce accurate and timely responses to HR data sharing requests. This includes interpreting and applying GDPR to process Subject Access Requests, Freedom of Information Requests and Parliamentary Questions. As part of a panel, you will review and sign off data sharing agreements.

Using Excel, you will extract and interpret basic data, using this to recognise emerging trends and changes, and provide guidance to managers based on these results.

You will create and adapt processes in line with existing policies and legislation.

This is a fantastic opportunity to become a HR data compliance expert, working in a fast-paced and varied role which will also provide you with a wide overview of DVLA processes and frequent exposure to a vast range of stakeholders at all levels. You will network with various teams across DVLA and DFT and gain a broad understanding of the work we do.

You will have line management responsibilities for one person at Executive Officer level, however previous line management experience is not essential. You will be supported to develop these skills so it is a great opportunity for someone looking to grow in this capacity.

Responsibilities

Your responsibilities will include but will not be limited to: 

  • Establishing and maintaining internal Networks; wider business contacts; and represent HR at relevant Forums.
  • Managing and directing the provision of SARs in a timely fashion; creating processes and documentation for audit purposes ensuring legal compliance.
  • Managing the coordination and documentation associated with HR Risk, Business Continuity, audit measures and actions alongside management assurance statements including functional standards assessment.
  • Manage and monitor the compliance and adherence of HR Asset logs to ensure compliance; develop and improve compliance process and measures across HR.

This role will be based in Swansea, and we will be operating a hybrid working model that allows you to work between home and on-site giving you greater flexibility about where and when you work, subject to business needs and this also allows for ongoing support, development, and collaboration with colleagues. 

Therefore, the expectation is that you will spend a minimum of 60% of your working time based at your principal workplace (DVLA). We would encourage you to discuss the working arrangements for this role with us during the recruitment process.  

Due to the evolving nature of the business, vacancies can become available at any time. Therefore, this campaign may create a reserve list to fulfil demand if it arises which will be held for a period of 3 months.

Person specification

The successful candidate will:

  • Have a good understanding of GDPR and employment law, and can interpret and apply this knowledge to ensure compliance.
  • Have good interpersonal skills and enjoy building and maintaining positive working relationships at all levels.
  • Be confident with creating and adapting processes, ensuring compliance with audit requirements and legislation.
  • Have good IT skills and a demonstrable knowledge in the use of Microsoft packages, particularly Excel, and SAP and other HR systems for the purpose of interpreting data and producing reports.
  • Understand how your work supports wider objectives, you look at the big picture and consider the wider factors and long-term implications of decisions.
